(1) The Government of the Federal Republic of Nigeria has received a credit from the International Development Association toward the cost of Kaduna State Agro Climatic Resilience in Semi-Arid Landscapes Project (ACRESAL), and it intends to apply part of the proceeds of this credit to payments under the Contract for Procurement for a functional Website for Kaduna ACReSAL and other Social Media handle, Server, Function Broadband Internet Connectivity (with Subscription)/Video Conferencing Equipment/Procurement of Licensed Software (Various)
(2) The Kaduna Slate Agro Climatic Resilience in Semi-Arid Landscapes Project (KD-ACRESAL) now invites sealed bids from eligible and qualified bidders for Procurement for a functional Website for Kaduna ACReSAL and other Social Media handle, Server, Function Broadband Internet Connectivity (with Subscription)/Video Conferencing Equipment/Procurement of Licensed Software (Various)tion a nd Support to Afforestation Efforts of Kano State Government.

Qualification Criteria:
To be eligible for the non-consulting services, bidders must meet the following criteria:
(a) Have a general software design experience of at least five (5) years.
(b) Have a minimum of One (1) similar contract of at least N30m that have been satisfactorily or substantially (at least 80%) completed as prime contractor between January 1st 2020 and the submission deadline. The qualifying contracts must be in services related to the assignment
(c) Minimum average annual turnover of at least following amounts in the last Five (5) years N70m
(d) Provide evidence of firm’s corporate registration in Nigeria.
(e) Provide annual audited account for the last three (3) years (2020-2022) to demonstrate the soundness of the bidder financial situation
(f) Have liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than N25m
(g) Have no history of court/arbitral award decisions at least for the past Five (5) years.
(h) Bidders are required to submit an Environmental, Social, Health and Safety (ESHS) Management Strategies and Implementation Plans required to manage the key ESHS risks of the project as outlined in the relevant sections of the tender document. The suitability of the proposed strategies and plans will be assessed as part of the bid evaluation.
(i) Bidders are required to submit an Environmental, Social, Health and Safety (ESHS) Code of Conduct that will apply to their employees and sub-contractors, and details of how it will be enforced.
Qualified domestic bidders may Not be eligible to receive a margin of preference of % in Bid Evaluation.
(3) Bidding will be conducted through the National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” procurement in investment project financing revised August 2018 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations..

(5) The Bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Thirty thousand naira (N30,000.00). The payment will be done in the Account Unit of the project office at Kaduna State – ACRESAL or through the following Bank Account:

(6) Bids must be delivered to the address below on or before 12:00 Noon on Wednesday, 6 November, 2023, Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below
