JIGAWA STATE GOVERNMENT OF NIGERIA

INVITATION TO TENDER FOR PRE-QUALIFICATION /FINANCIAL BIDS

PROCUREMENT NO: 2023 INTEGRATED TSANGAYA ACADEMIC AND ADMIN BLOCKS (BESDA PROJECTS)

(1)     PREAMBLE;

In compliance with the Jigawa State procurement process, the Jigawa State Universal Basic Education Board wishes to notify interested bidders of its intention to procure civil works across the State.

(2)     PROJECT SCOPE:

Lot 1 Construction of Academic and Admin Blocks at Ringim LGEA (Northwest Senatorial)
Lot 2 Construction of Academic and Admin Blocks at Dutse LGEA (North Central Senatorial)
Lot 3 Construction of Academic and Admin Blocks at K/Hausa LGEA (North East Senatorial)

With a completion period of not later than 12 weeks from the date of award.

(3)     ELIGIBILITY REQUIREMENTS

To be considered for pre-qualification, interested competent and reliable contractors are required to provide verifiable evidence including but not limited to the following documents:

(i)      Certificate of incorporation with Corporate Affairs Commission;

(ii)      Certified true copy of Memorandum and Article of Association;

(iii)     Evidence of registration with Jigawa State Due Process and project

(iv)    Monitoring Bureau Tax clearance certificate for the last three (3).years;

(iv)     Audited account for the last one (1) year;

(vi)     VAT registration and evidence of past remittance (s)

(vii)    Evidence of financial capability and banking support;

(viii)   Company average annual turnover of not less than One Hundred Million Naira (#100,000,000.00) per Lot.

(ix)     Evidence of similar project executed (letter of award and completion certificate) at least three (3) in the last five (5) years;

(x)     Verifiable evidence of company profile and technical qualification of key personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON) etc.;

(xi)     That the company has fulfilled all obligations to pay taxes, pensions and social security contributions;

(xii)    A sworn affidavit certifying as follows:

(a)      That the document submitted for the pre-qualification exercise are not only genuine but correct

(b)     That none of the directors of the company has been convicted by any Court of Law

(c)     That the company is not bankrupt

(d)     That none of the officers of Jigawa State/Local Government is a present director of the company

(xiii)   Any other relevant information that will help in determining the company’s suitability for the work;

(xiv)   Any prospective bidder that does not possess any of the above documents need not apply.

(4)     COLLECTION OF TENDER DOCUMENT

Interested bidders are to visit Jigawa State procurement portal (https://jigawa- eproc.eurodyn.com/epps/home.do) to access and fill the bid documents after payment of non­-refundable tender fee of Two Hundred and Fifty Thousand Naira (N250,000) per lot at Account Department (SUBEB Headquarter).

(5)     SUBMISSION OF TENDER DOCUMENT

Company profile with a covering letter of company’s letter headed should be scanned and uploaded to the e-procurement portal (https://jigawa-eproc.eurodyn.com/epps/home.do) and to be submitted online on or before 13 March, 2024. A scanned copy of bid security of not less than 2% of the bid price, either in the form of Insurance Bond or Bank Guarantee should also be uploaded into the portal (https://jigawa-eproc.eurodyn.com/epps/home.do).

Similarly, the original of company profile signed in company’s letter headed with attached bills bid security and a copy of sworn affidavit in hard copy should be submitted to Secretary Tender Committee (SUBEB).

NOTE: that all completed bids should be sent through Jigawa State E-procurement portal ( https://jigawa-eproc.eurodyn.com/epps/home.do)

NOTE:

·        SUBEB reserves the right to accept or reject any application at any time without incurring any liability.

·        All expenses incurred as a result of preparation and submission of documents for this exercise shall be borne by the interested company (non-refundable fee). The Bid will be electronically opened six (6) weeks from the date of publication by (12 MARCH, 2024 12:00noon. However, the exercise will be projected at the Board’s Conference hall at SUBEB Headquarter Dutse.

The bid validity period should be 120 days from the deadline of the bid submission date.

(6)     BID OPENING

Bid opening will take place online on 13 March, 2024 at 12:00noon. However, the bid opening will be visually projected at the same time at SUBEB conference hall.

(i)      Bids submitted after the deadline for submission will be returned un-opened.

(ii)      Only the financial bids of successful pre-qualified bidders will be opened, while those for the un-successful bidders will be returned un-opened;

(iii)     This advert shall not be construed as commitment on the part of the Jigawa State Universal Basic Education Board nor shall it entail a company to make any claim(s) whatsoever and /or to seek any indemnity from the Jigawa State Universal Basic Education Board, by virtue of such company having responded to this advertisement;

(iv)     All costs will be borne by the bidders as the Jigawa State Universal Basic Education Board will not be held responsible for any cost or expenses incurred by any interested party (i.e.) in connection with any response to this invitation;

(v)     The Jigawa State Universal Basic Education Board reserves the right to annul the procurement process or reject a bidder at any time without incurring any liabilities;

(vi)     Alternative bid will not be accepted;

(vii)    Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
