JIGAWA STATE GOVERNMENT
INVITATION FOR PRE-QUALIFICATION/INVITATION TO TENDER
PROCUREMENT NO: JG/MOWR/STW/WORKS/NCB/2023/002
PREAMBLE
The Government of Jigawa State in its effort to Increase access to potable water supply in the small towns, wish to embark through the Small Towns Water Supply and Sanitation Agency (STOWA) on the improvement of water supply schemes In small towns across the State. The Agency therefore, invites tenders from reputable contractors to bid for the Upgrading and Conversion of Motorized Water Schemes to Solar Powered in 14 Small Towns at Ringim, Hadejia, Gumel, Jahun and Dutse Zones.
(A) SCOPE OF WORK
The projects are in one Lot (Lot-1) with a completion period of three (3) month from the date of award as per details below:

(B) MANDATORY REQUIREMENTS
Companies interested in the projects are to submit company profile which must contain the following:
(a) Certificate of incorporation with cooperate Affairs Commission
(b) Certified true copy of memorandum and article of association
(c) Tax clearance for the last three years
(d) Evidence of registration with Jigawa state works registration board in relevant category
(e) Company’s audited account for the last one year
(f) Evidence of financial capability and Banking support
(g) Verifiable evidence of Company profile and technical qualification of key technical personnel registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON etc.
(h) That the company has fulfilled all obligations to pay taxes, pensions and social security contributions
(i) Evidence of similar projects executed (letter of award and completion certificate) at least three (3) within the last five (5) years.
(j) Description and list of relevant construction/civil works equipment
(k) Company average annual turnover of not less than One Hundred million (N100million)
(l) VAT registration and evidence of past remittance
(m) A sworn affidavit certifying as follows:
(i) That the document submitted for the prequalification exercise are not only genuine but correct
(ii) That none of the director of the company has been convicted by any court law
(iii) That the company is not bankrupt
(iv) That none of the officers of Jigawa State/ Local government is a present or former director of the company
(C) COLLECTION AND SUBMISSION OF TENDER DOCUMENTS AND COMPANY PROFILE
Interested bidders are to visit Jigawa State e-procurement portal (https://jigawa-eproc.eurodyn.com/epps/home.do) to access and fill the bid documents after payment of non-refundable tender fee of One Hundred Thousand Naira only (N100,000.00) at Small Towns Water Supply and Sanitation Agency (STOWA) Head Office Shuwarin, Dutse from the date of publication of the advert and between 9:00am to 4:00pm Mondays to Fridays, except on public holidays.
(D) SUBMISSION OF TENDER DOCUMENT
Company profile with the covering letter on company’s letter head should be scanned and uploaded to the e-procurement portal and submitted online on or before 12:00 Noon Tuesday, 19 December, 2023.
A scanned copy of bid security of not less than 2% of the bid price either in form of insurance bond or bank guarantee addressed to The Managing Director, Small Towns Water Supply and Sanitation Agency (STOWA), Shuwarin, Dutse, Jigawa State should also be uploaded into the portal.
Similarly, the original of company’s profile, signed forwarding letter with attached bill, bid security and a copy of the sworn Affidavit in hard copy should be send to The Managing Director, Small Towns Water Supply And Sanitation Agency (STOWA), Shuwarin, Dutse, Jigawa State.
Bids shall be valid for a period of 120 days (4month) after Bid opening.
(E) OPENING OF BIDS
Bid opening shall take place online on Tuesday, 19 December, 2023 by 12:30PM.
However, the bid opening will be visually projected same time at Jigawa State Ministry of Water Resources Conference Hall
(F) GENERAL INFORMATION
However, bidders should note the following information:-
(i) Bids submitted after deadline for submission will be denied access to the portal.
(ii) Only financial bids of successful pre-qualified bidders will be opened.
(iii) This advert shall not be constructed as commitment on the part of the Jigawa State Small Towns water supply And Sanitation Agency nor shall It entail a company to make any claims whatsoever from the Jigawa State Small Towns water supply And Sanitation Agency by virtue of such company having responded to this advert.
(iv) All cost will be borne by the bidders as the Jigawa State Small Towns water supply And Sanitation Agency will not be held responsible for any cost or expenses incurred by any Interested party (i.e.) in connection with any response to this Invitation.
(v) The Jigawa State Small Towns water supply And Sanitation Agency reserves the right to annul the procurement process at any time without Incurring any liabilities.
(vi) Alternative bid will not be accepted.
(vii) Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
