JIGAWA STATE GOVERNMENT
INVITATION TO PREQUALIFICATION AND TENDER IN RESPECT OF CONSTRUCTION OF 7 NO
MIDWIFERY QUARTERS, WALL FENCE OF 19 MODULES ACROSS THE STATE
PROCUREMENT NO: MOH/STB/01-07/2024
PREAMBLE
In compliance with Jigawa State Procurement Process, Jigawa State Primary Health Care
Development Agency with Support from UNICEF wishes to notify the interested bidders of its
intention to carry out Construction of 7 Number Midwives Quarters and Wall Fence across
the state.
A. SCOPE OF THE PROJECT
The Scope of the project is to construct 7 No Midwives Quarters across the state as
follows:
Lot 1: Construction of Midwifery Quarters, Wall Fence of 19 Modules at Abaya PHC in Dutse LGA
Lot 2: Construction of Midwifery Quarters, Wall Fence of 19 Modules at Koya PHC in Miga LGA
Lot 3: Construction of Midwifery Quarters, Wall Fence of 19 Modules at Kanzan PHC in Kafin Hausa LGA
LOT 4: Const. of Midwifery Quarters, Wall Fence of 19 Modules at Madachi PHC in Kirikasamma LGA
LOT 5: Construction of Midwifery Quarters, Wall Fence of 19 Modules at Yar Sara PHC in Roni LGA
LOT 6: Const. of Midwifery Quarters, Wall Fence of 19 Modules at Chakwaikwaiwa PHC in Taura LGA
LOT 7: Const. of Midwifery Quarters, Wall Fence of 19 Modules at Amanga PHC in Sule Tankarakar LGA
B. ELIGIBILITY REQUIREMENTS
Bidding document should be submitted along with following documents:
I. Certificate of Incorporation with Corporate Affairs Commission
II. Certified True Copy of Memorandum and Article of Association
III. Evidence of registration with Jigawa State Due Process and Project Monitoring Bureau
IV. Tax clearance certificate for the last three (3) years
V. Audited Account for the Last One (1) Year
VI. VAT Registration and Evidence of Past Remittance
VII. Evidence of financial capability and banking support
VIII. Company’s Average Annual Turn Over of not less than N50 Million
IX. That the Company has fulfilled all obligations to pay taxes, pensions, ITF Contribution and
social security contributions
X. Evidence of execution and completion of similar Projects at least 2 in the last 5 years
XI. Verifiable evidence of Company profile and Technical Qualification of key personnel
registered with relevant professional bodies (COREN, CORBON, QSRBN, ARCON etc.
XII. A sworn affidavit certifying as Follows:
a) That the document submitted for the pre-qualification exercise are not only genuine but correct
b) That none of the Directors of the Company has been convicted by any court of law
c) That the Company is not bankrupt.
d) That none of the officers of Jigawa State/Local Government is a present or former
director of the Company.
XIII Any other relevant information that will help in determining the Company’s suitability for
the work
C.COLLECTION AND SUBMISSION OF TENDER DOCUMENTS.
Bidding Documents could be obtained through Jigawa state e-procurement portal
(https://jigawa-eproc.eurodyn.com/epps/home.do) upon payment of non-refundable fee of
Fifty Thousand Naira only (N50,000) only to the state ministry of health.
D.SUBMISSION OF TENDER DOCUMENT
I. Company are to submit their bids on Jigawa state e-procurement portal
( https://jigawa-eproc.eurodyn.com/epps/home.do ) on or before Thursday 7th March, 2024 by 12.00 noon
II. The Opening date is Thursday 7th March, 2024 by 12.00 noon
III. A scanned copy of bid security of not less than 2% of the bid price either in form of
insurance bond or bank guarantee addressed to Honorable Commissioner, Ministry
of Health Jigawa State, Dutse, Jigawa State should also be uploaded into the portal.
IV. Prequalification and financial bids should be submitted in two different sealed envelopes, (1 original and 2 photocopies in a bigger envelope) addressed to the Honorable Commissioner Ministry of Health, block B New Secretariat Complex, Dutse.
V. Similarly, the original of company’s profile, signed forwarding letter with attached bill,
bid security and a copy of the sworn Affidavit in hard copy should be send to
Honorable Commissioner, Ministry of Health Jigawa State, Dutse, Jigawa State
VI. Bids shall be valid for a period of 120 days after Bid opening.
VII. Bids submitted after the deadline for submission will be returned un-opened.
E. GENERAL INFORMATION
However, bidders should note the following information: –
1. Bids submitted after deadline for submission will be denied access to the portal
2. Only financial bids of successful pre-qualified bidders will be opened.
3. This advert shall not be construed as commitment on part of the Jigawa State Ministry of Health, nor shall it entail
a Company to make any claim(s) whatsoever and/or to be any indemnity from the Jigawa State Ministry of Health by Virtue of such Company having responded to this advertisement.
4. Bidders with the same subsidiary relationship are not allowed to partake in the same lot.
5. All cost will be borne by the bidders as the Jigawa state Ministry of Health will not be held responsible for any cost or expenses incurred by any interested party i.e. in connection with any response to this invitation.
6. The jigawa State Ministry of Health reserves the right to annul the procurement process at any time without incurring any liabilities.
