INVITATION TO TENDER FOR PRE-QUALIFICATION/FINANCIAL BIDS
In compliance with the Jigawa State Procurement process the Jigawa State Housing Authority wishes to invite interested and reputable building/architectural construction companies to bid for the construction of houses.
(2) PROJECT SCOPE:
Construction of 250No. Blocks of 500 Houses of 2-Bedroom Semi-Detached at Dutse, Hadejia, Gumel, Ringim, Kazaure, Kafin Hausa, Babura and Birnin Kudu to be completed within 4 months front the date of contract signing

(3) ELIGIBILITY REQUIREMENTS
To be considered for Pre-qualification, interested competent and reliable bidders are required to provide verifiable evidence including but not limited to the following documents:
(i) Certificate of incorporation with Corporate Affairs Commission;
(ii) Certified true copy of Memorandum and Article of Association;
(iii) Evidence of registration with Jigawa State Works registration Unit;
(iv) Tax Clearance certificate for the last three (3) years;
(v) Audited account for the last one (1) year;
(vi) VAT registration and evidence of past remittance;
(vii) Evidence of financial capability and banking support;
(viii) Company average annual turnover of not less than One hundred and Fifty Million Naira (N150, 000,000.00) per each lot;
(ix) Evidence of similar project executed (letter of award and completion certificate) at least three (3) in the last Five years;
(x) Verifiable evidence of company profile and technical qualification of key personnel registered professional bodies (COREN, CORBON, QSRBN, ARCON etc.).
(xi) That the company have fulfilled all obligations to pay Taxes, pensions and social security contributions;
(xii) A sworn affidavit certifying as follows;
(a) That the documents submitted for the pre-qualification exercises are not only genuine but correct.
(b) That none of the directors of the company has been convicted by any court of Law.
(c) That the company is not bankrupt.
(d) That none of the officer of Jigawa State/Local Government is a present director of the company.
(e) Any other relevant information that will help in determining the company’s suitability for the work.

Any prospective bidder that does not possess any of the above documents need not to apply.
(4) COLLECTION OF TENDER DOCUMENT
Interested bidders are to collect the tender documents from the office of the Procurement Office, Jigawa State Ministry of Lands, Housing, Urban Development and Regional Planning, No.1 Glass House, Justice Dahiru Mustapha Road, Duse Jigawa State, from the date of publication of this advert and between the hours 9:00am and 5:00pm working days (Monday to Friday) after a payment of a non-refundable fee of the total sum of Fifty Thousand Naira Only (N50, 000.00) per each lot.
(5) SUBMISSION OF TENDER DOCUMENT
Pre-qualification and Financial bids shall be submitted in two different sealed envelopes and labeled “Pre-qualification Bid” and “Financial Bids”, respectively with the company’s name indicated at the back of each envelope. Both envelopes should be placed in a sealed third envelope addressed and delivered to the office of the General Manager, Jigawa State Housing Authority and not later than Monday, 18 December, 2023 By 12.00 noon.
All documents for submission must be transmitted with a forwarding letter dully signed by the company representative under the company’s letter headed paper bearing the CAC registration number (RC), contact address, telephone number (preferably GSM No) and Email address.
The financial bid should contain a bid security of not less than 2% of the quoted bid.
The bid validity period should be 120 days from the deadline of the bid submission date.
(6) OPENING OF BIDS
Only technical bids shall be opened immediately after the deadline for submission at 12:00noon.
(7) GENERAL INFORMATION
(i) Bids submitted after the deadline for submission will be returned unopened;
(ii) Only the financial bids of successful pre-qualified bidders will be opened while those for the un-successful bidders will be returned un-opened;
(iii) This advert shall not be construed as commitment on the part of the Jigawa State Housing Authority nor shall it entail a company to make any claim(s) whatsoever and/or to seek any indemnity from the Jigawa State Housing Authority by virtue of such company having responded to this advertisement.
(iv) All costs will be borne by the bidders, as Jigawa State Housing Authority will not be held responsible for any costs or expenses incurred by any interested party (i.e.) in connection with any response to this Invitation.
(v) The Jigawa State Housing Authority reserves the right to annual the procurement process at any time without incurring any liabilities.
(vi) Alternative bid will not be accepted.
(vii) Bidders with the same subsidiary relationships are not allowed to partake in the same lot.
