(A) BACKGROUND AND OBJECTIVE
The Federal Government of Nigeria has received financing Credit firm the World Bank toward the cost of the Agro Climatic Resilience in Semi-Arid Landscapes Project (ACReSAL) and intends to apply part of the proceeds toward payments under the contract for procurement and Empowerment of 100No of Farmers on Rice Processing with Thrasher and Distoner Machines.
(1) The State Protect Management Unit- Nigeria Agro Climate Resilience in Semi-Arid Landscapes Project (SPMU ACReSAL) has now invites sealed Bids from eligible Bidders for Agro Climatic Resilience in Semi-Arid Landscapes (ACRSAL) Jigawa State Project Management Unit Dutse.
(2) Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 2021 edition (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
(3) Interested eligible Bidders may retain further information from Jigawa State Project Management Unit Office (Dutse) – Agro Climatic Resilience in Semi-Arid Landscapes Project (SPMU-ACReSAL) and inspect the bidding document during office hours of 9am to 5pm at the address given below excluding pubic holidays.
(4) The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of (N100,000,00) cash to obtain the document at the SPMU- Agro Climatic Resilience in Semi-Arid Landscapes (ACReSAL) Project. The bidding document will be purchased in the ACReSAL office, and more so the bidding document will not be sold to the bidder by email or courier on request.
(5) Bids must be delivered to the address below on or before 8 February, 2024. Electronic Bidding WILL NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below:
(6) All Bids must be accompanied by a Bid Security of N5.7M.
(7) Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information or the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
(8) Qualification’s requirements include:
· Evidence of previous supply (sale) of similar Equipment proposed for the last 5 years.
· Provide evidence of firm’s corporate registration in Nigeria or overseas.
· Audited Financial Statements for the last 5 years to demonstrate the financial capability of the Bidder in terms of Profitability and adequate working capital.
· Have a minimum of Two (2) similar supplies of at least N80M that have been satisfactorily or substantially completed as prime supplier between January 1st, 2019 and the submission deadline. The qualifying contracts must be in the Supply of Farm Equipment’s or related to the assignment.
· Minimum average annual turnover in supply of at least N70M in the last Five (5) years.
· Have liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than N85M.
