INVITATION TO TENDER FOR PREQUALIFICATION/FINANCIAL BIDS
PREAMBLE
In compliance with the Jigawa State procurement process, Jahun Local Government, Jigawa State wishes to notify interested bidders of its intention for the constructions of females ward at PHC Hospital Aujara and construction of Juma’at Mosque at Nahucen Gangawa, Jahun Local Government
PROJECT SCOPE
(1) Construction of female ward at PHC Hospital Aujara
(2) Construction of Juma’at Mosque at Nahucen Gangawa. Jahun Local Government Area with completion period of 12 weeks
ELIGIBILITY REQUIREMENTS:
Interested, competent and reliable contractors are required to provide verifiable evidence including but not limited to the following documents:
(i) Certificate of Incorporation with the Corporate Affairs Commission;
(ii) Certified True Copy of Memorandum and Article of Association
(iii) Evidence of registration with Jigawa State Works Registration Unit;
(iv) Tax Clearance Certificate for the last three (3) years;
(v) Audited account for the last one (1) year
(vi) VAT registration and evidence of past remittance
(vii) Evidence of financial Capability and Banking support;
(viii) Company average annual turnover of not less than 10m
(ix) Evidence of similar projects executed (letter of award and completion certificate) at least three (3) in the last five (5) years;
(x) That the company has fulfilled all obligation to pay taxes, pensions and social security contributions;
(xi) Evidence of qualified technical personnel registered with professional bodies e.g. (COREN, CORBON NIQS etc)
(xii) A sworn affidavit certifying as follows
(a) That the document submitted for the bidding exercises are not only genuine but correct
(b) That none of the Directors of the company has been convicted by any court of law
(c) That the company is not bankrupt
(d) That none of the officers of Jahun Local Government is a present or former director of the company.
(xiii) Any other relevant information that will help in determining the company’s suitable for the work;
Any prospective bidder that does not possess any of the above documents need not apply.
COLLECTION OF TENDER DOCUMENT
Interested bidders are to collect the tender documents from the Office of the Director of Planning, Research and Statistics Jahun Local Government, from the date of publication of this advert between the hours of 09:00 and 05:00 pm daily after a payment of non-refundable fee of N50,000.00 (Fifty Thousand Naira Only).
SUBMISSION OF TENDER DOCUMENT
Technical and financial bids shall be submitted in two different sealed envelopes and labeled “Technical Bid” and “Financial Bid” respectively with the company’s name indicated at the back of each envelope. Both envelopes should be placed in a sealed third envelope addressed and delivered to the Office of the Director Planning Research and Statistics, Jahun Local Government not later than 20 November, 2023 by 12:00 Noon.
All documents for the submission must be transmitted with a forwarding letter duly signed by the company representative under the company’s Letter Headed Paper bearing the CAC Registration Number (RC), Contact Address, Telephone Number (preferably GSM No.) and e- mail address.
The financial bid should contain a bid security of not less than 2% of the quoted bid.
The bid validity period should’ be 6 weeks from the deadline of the bid submission on 20 November, 2023 at 12:00 Noon.
OPENING OF BIDS
Only Technical Bid shall be opened immediately after the deadline for submission at 12:00 Noon.
GENERAL INFORMATION
(i) Bid submitted after the deadline for submission will be returned un-opened;
(ii) Only the financial bids of the successful bidders will be opened, while those for the un-successful bidders will be returned un-opened;
(iii) This advert shall not be construed as commitment on the part of Jahun Local Government nor shall it entail a company to make any claim(s) whatsoever and/or to seek any indemnity from the Jahun Local Government, Jigawa State by virtue of such company having responded to this advertisement.
(iv) All costs will be borne by the bidders as the Jahun Local Government will not be held responsible for any cost or expenses incurred by any interested party (i.e.) in connection with any response to this invitation;
(v) Jahun Local Government reserves the right to annul the procurement process at any-time without incurring any liability;
(vi) Alternative bid will not be accepted;
(vii) Bidders with the same subsidiary relationship are not allowed to partake in same lot.
