Assignment Title: CONSULTING SERVICES FOR ENGAGEMENT OF EXTERNAL AUDITOR FOR FINANCIAL AUDITING SERVICES FOR THE SUPPORT TO MALARIA ELIMINATION PROJECT

The National Malaria Elimination Programme (NMEP) has received financing from the Islamic Development Bank, Lives and Livelihood Fund towards the cost of the Support to Malaria Elimination Project, and intend to apply part of the proceeds for consulting services.

The consulting services (“the Services”) involve the National Malaria Elimination Programme (NMEP) to employ consulting services – Engagement of External Auditor for Financial Auditing Services to enable the auditor to express a professional audit opinion with regards to the Project Financial Statements (PFS) and also state whether the Procurement Guidelines of the Islamic Development Bank have been properly applied and in accordance with the Project’s Financing Agreement no. NGA1016. The expected start date for this assignment is 4th March, 2024.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below or through NMEP website: www.nmep.gov.ng. The consulting services will be delivered in the National Malaria Elimination Programme (NMEP).

The National Malaria Elimination Programme (NMEP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

(a)      The Consultant conforms with IsDB eligibility rules (Paragraphs 1.14-1.22 of the IsDB procurement Regulations April 2019);

(2)     The Consultant has a good reputation as a professional body and the Consultant must possess satisfactory credentials and competence necessary to carry out the assignment;

(c)     The Consultant’s past experience and performance in the particular field of service is satisfactory;

(d)     The Consultant must demonstrate the financial ability to carry out the assignment.

(e)      The Consultant shall be free from conflicts of interest that give rise to a competitive advantage;

(f)      The Consultant must be approved by the Office of the Auditor General of the Federation.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section 1, paragraphs 1.18, 1.19 and 1.20 of the Guidelines for Procurement of Goods, Works and Related Services under IsDB Project Financing, dated April 2019 setting forth the Islamic Development Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-­consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Least Cost Selection (LCS) method set out in the Guidelines for Procurement of Goods, Works and Related Services under IsDB Project Financing, dated April 2019, available at:
