 Background to the consultancy:

Gavi Country Programmes Delivery (CPD) – Nigeria Country Team (CT) has identified the need for a temporary and embedded consultant to support the National Primary Health Care Development Agency (NPHCDA) and other implementing partners on a set of key financial management priorities in 2024 including; full portfolio planning especially in work plan and budget development, support implementation of the wider reforms outlined in the financial management capacity building plan, financial oversight of the states HSS grant, support the operationalization of the enhanced Grant Coordination and Compliance Office (eGCCO) and the expanded use of country systems, support country in budget preparation and reallocations or reprogramming, support NPHCDA in financial management  reporting, support country prepare for the upcoming Gavi cash programme audit and other assurance providers as required.

The Financial Management Consultant will execute these tasks under the guidance of the Senior Manager, Portfolio Financial Management (PFM). The Senior Manager PFM will oversee the planning, implementation, supervision, and documentation of the consultant’s work. The consultant will monitor progress towards the respective deliverables and provide updates to the Senior Manager PFM, the Senior Country Manager (SCM), and the Executive Director, NPHCDA.
