(1)     The Federal University of Technology Owerri, Imo State (CE-sPESS Project) has applied for financing from the World Bank toward the cost of the Sustainable Procurement, Environmental and Social Standards Enhancement (SPESSE) Project and intends to apply part of the proceeds toward payments under the contracts for the Construction of PPRC Building Expansion and Furnishing of PPRC Building Expansion.

(2)     The Centre of Excellence in Sustainable Procurement, Environmental and Social Standards (CE-sPESS) of the Federal University of Technology Owerri Imo State now invites sealed bids from eligible Bidders for the Construction of PPRC Expansion Building and Furnishing of PPRC Expansion Building for SPESSE Centre of Excellence at the Federal University of Technology Owerri, PMB 152, Imo State, Nigeria.

(3)     Bidding will be conducted through National Competitive Bidding using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers 5th Edition” dated September 2023.

(4)     Interested eligible Bidders may obtain the bidding document from the Procurement Unit office, Room 301, Last Floor, Gender Building Complex. Bidders may obtain further information from the Director, CE-sPESS FUTO during office hours 0900 to 1600 hours at the Gender Building Complex.

(5)     The bidding document in English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of non-refundable fee of Thirty- thousand-naira only (N30, 000.00) via Remita by generating Remita Retrieval Reference (RRR) in favour of Centre of Excellence in Sustainable Procurement, Environmental and Social Standards, Federal University of Technology Owerri, Imo State, Nigeria.

Note: Evidence of payment in accordance with item 5 above must accompany all Bid submission.

(6)     Submission of Technical and Financial Bids for each Lot (1 original and 1 photocopy) should be in separate sealed-envelopes clearly marked “Technical Bids” and “Financial Bids”, respectively and sealed in one common outer envelope stating the company’s name on the reverse side of the envelope, the project name and the Lot No. All envelopes should be dropped in a Tamper proof bid box located at the Procurement Unit Office, Room 301, Last Floor, Gender Building, Federal University of Technology Owerri Imo State within 4 weeks from the date of this advertisement. Please ensure you collect acknowledgement for envelopes deposited in the Bid Box. The submission deadline and bid opening is 15 January 2024 at Gender building Conference Room by 12.00 noon Nigeria local time.

FUTO CE-sPESS will confirm the receipt of each bid. The Bidders are expected to send their Bids before the deadline for submission.

Any Bid submitted after deadline for submission will be returned unopened to the Bidder.

(7)     All Bids must be accompanied by a Bid Security of not more than 2% of the Bid Price.

(8)     Firms that cannot meet the following key qualification requirements are not encouraged to participate in the Bidding process:

Average Annual Turnover Requirement:

·        Lot 1: One Hundred Million Naira Only; Minimum Average Annual Turnover of N300,000,000.00 only in the last 3 years.

·        Lot 2: Fifty Million Naira Only; Minimum Average Annual Turnover of N150,000,000.00 only in the last 3 years.

Calculated as Total Certified Payments received for contracts in progress or completed within the last three (3 years).

(a)     Financial Resources:

The Bidders shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets, lines of credit, and other financial means (Independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as per each Lot.

·        Lot 1 -One Hundred Million Naira (NGN100,000.00) only.

·        Lot 2-Fifty Million Naira (NGN50,000,000.00)only.

(b)     Specific Experience:

A minimum number of two (2) similar contracts with verifiable documentary evidence of at least Two (2) similar jobs executed in the last Five (5) years including letters of award, completion certificates of the projects specified that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor.

(c)     Mandatory Requirement/Eligibility Criteria:

·        Evidence of Incorporation with the Corporate Affairs Commission (CAC) including forms CAC2 and CAC7.

·        Tax Clearance Certificate for the last 3 years (2020, 2021, 2022) valid till 31st December 2023 with a minimum Turnover of One Hundred million Naira (100,000,000.00) Only per year.

·        Current PENCOM Compliance Certificate valid till 31st December 2023.

·        Current NSITF Compliance Certificate valid till 31st December 2023.

·        Current ITF Compliance Certificate valid till 31st December 2023.

·        Evidence of registration on the National Database of Federal Contractors, Consultants and service Providers (NDCCSPS) by submission of Interim Registration Report (IRR) expiring on 31st December, 2023.

·        Sworn Affidavits, not earlier than date of advertisement, attesting to the authenticity of information provided, disclosing whether or not any of the relevant committee of the Federal University is a former or present Director, shareholder or has any peculiar interest in the Bidder and none of the company’s Directors has been convicted of any criminal offence.

·        Company’s Audited Accounts for the last 3 years (2020, 2021 and 2022).

·        Reference letter from a reputable commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.

·        Company Profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications.

·        For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided with the above mandatory requirement for each JV partner.

(9)     Attention is drawn to the Procurement Regulations requiring the Borrowers to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as indicated in the bidding document.
