INVITATION TO TENDER FOR THE EXECUTION OF PROJECTS IN 2023 APPROPRIATION
(1.0) INTRODUCTION:
(1.1) The Federal Government of Nigeria has allocated some funds to Federal Science & Technical College Ilesha, Osun State in the year 2023 for the execution of Policies, Programmes and Projects towards achieving the mandate of the College. Accordingly, the College wishes to invites reputable Contractors/Vendors with relevant proven competence and experience to submit tender for the execution of the following projects In compliance with Section 19 & 25 of Public Procurement Act (PPA), 2007.

(3) ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible in the procurement
(i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 & 7;
(ii) Evidence of Company’s Tax Clearance Certificate for the last three years (2020, 2021 and 2022) valid till 31KDacamber, 2023 with a minimum average annual turnover of N30million;
(iii) Evidence of Pension Clearance Certificate valid till 31st December, 2023;
(iv) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2023;
(v) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2023;
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2023 or valid Certificate issued by BPP; Reference Letter from a reputable Commercial Bank in Nigeria, Indicating willingness to provide credit facility when needed;
(vii) Sworn Affidavit:
(a) Disclosing whether or not any officer of the relevant committees of the Federal Science & Technical College Ilesha, Osun State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
(b) That the company is not in receivership, insolvent or bankrupt;
(c) That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety;
(ix) Company’s Audited Account for the last three (3) years (2020, 2021 and 2022)
(x) Company’s Profile with the Curriculum vitae of key staff to be deployed for the project including copies of their Academics/Professional qualifications such as ARCON, COREN, QSRBN, CORBON, etc.;
(xi) Verifiable documentary evidence of at least three (3) similar jobs successfully executed in the last fiva (5) years including Letters of awards, Valuation Certificates and/or Job Completion Certificates and Photographs of the projects;
(xii) For Supply of Equipment Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs)
Note: All documents for submission must be Covering/Forwarding Letter under the Company’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC) Contact Address, Telephone Numbers (preferable GSM No) and valid e-mail address and official company’s address. The Letter Head Paper must bear the Names, Nationalities and telephone number of the Directors of the company at the bottom of the page.
(4) COLLECTION OF TENDER DOCUMENTS
Interested and competent bidders are requested to collect the Standard Bidding Documents (SBD) from the Principal’s Office upon presentation of evidence of payment of non-refundable Tender Fee of N10,000:00 per Lot to the Federal Science & Technical Collage Ilesha, Osun State REMITA account in any reputable Commercial Bank in Nigeria.
(5) SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies each of the Technical and Financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelope and clearly marked as “Technical Bid” or ‘Financial Bid” Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Principal, Federal Science & Technical College Ilesha, Osun State and clearly marked with (the name of the project and the Lot Number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the School Tenders Board Secretariat, Federal Science & Technical College Ilesha, Osun State not later than 12:00 Noon on Tuesday, 31 October, 2023.
(5) OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadline for submission at 12:00noon on Tuesday, 31 October, 2023 in the Principal’s Conference Room FSTC Ilesha Osun State. Bidders/Company representatives and interested members of the public. Including relevant professional bodies. Civil Societies and Non-governmental Organisations are hereby invited to witness the opening.
(7) GENERAL INFORMATION
(i) Bids submitted after the deadline for submission would be returned unopened,
(ii) Bidders should not bid for more than one (1) lot.
(iii) Bids wrongly packaged will be rejected.
(iv) All costs of submission of tender documents will be borne by the bidders;
(v) The Technical Bids will be opened in the presence of CSOs and Professional bodies and covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
(vi) Only pre-qualified bidders at Technical Evaluation will be invited for Financial bids opening, while the Financial bids of un-successful bidders will be returned un-opened;
(vii) Federal Science & Technical College Ilesha, Osun State is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007;
(viii) All submissions must be made only in English language;
(ix) Due diligence exercise would be conducted to verify the claims made by the winning bidder.
