INVITATION TO BID AND EXPRESSION OF INTEREST FOR IMPLEMENTATION OF 2024 CAPITAL BUDGET

INTRODUCTION

The Federal Government of Nigeria has allocated funds to the National Tuberculosis and Leprosy Training Centre in the 2024 budget for the execution of projects, programs and policies accordingly In compliance with the provision of the Public Procurement Act, 2007, the Centre wishes to Invite experienced, competent and reputable contractor, suppliers and service providers to submit bid and pre-qualification documents for the implementation of the following projects as categorized below

(1)          CATEGORY A: GOODS

LOT G13 Supply and Maintenance of Medical Equipment and Consumables for Cottage Hospitals in Dagba Kota and Ninwoye Villages of Katcha LGA, Niger State.
LOT G14 Supply and Maintenance of Medical Equipment and Consumables for Cottage Hospitals in Kochi Kota, Gbako LGA, Niger State.
LOT G16 Supply of Medical Drugs and Equipment for selected Hospitals in Garko/Wudil Federal Constituency, Kano State.
LOTG19 Supply of Medical Drugs for treatment of HIV, TB, Leprosy and Bruli Cancer in Zaria.
LOT G24 Supply of Empowerment Materials to Sokoto East Senatorial District, Sokoto State.
LOT G26 Supply and Installation of Solar Street Lights in Okoro, Agu/Etche LGA, Rivers State.
LOT G28 Supply and Installation of Solar Street Lights in Kaduna North LGA, Kaduna State.

 

(2)          CATEGORY B: CONSULTANCY AND OTHER SERVICES

LOT C02 Facility Management with provision of ancillary drugs and catering services for feeding of Leprosy patients in the Training Centre, Saye, Zaria.

 

LOT C03 Capacity Building and Development Human Resources Training of staff in National Tuberculosis and Leprosy Training Centre, Saye, Zaria.
LOT C04 Conduct of Medical Outreach Services for treatment of youths, women & elderly on Malaria, BP, TB, Leprosy and IPC in National Tuberculosis and Leprosy Training Centre, Saye, Zaria
LOT C05 Support for Maternal and Infant Mortality Reduction in National Tuberculosis and Leprosy Training Centre, Saye, Zaria
LOT C10 Conduct of Free Medical Consultation, Deworming, Distribution of essential Drugs, vital signs checking and Counseling for Indigenes of Bida/Gbako/Katcha in Niger State.
LOT C11 Comprehensive Medical & Surgical Outreach for treatment of children, women, youths 4 elderly on Malaria, BP, TB, Leprosy and IPC in Bida LGA, Niger State.
LOT C12 Development Capacity in Vocational Sector in Schools and purchase of Table Tennis Board in Obio/Akpo LGA, Rivers State.
LOT C17 Sponsor (Training) of youths on prevention and control of HIV, TB, Leprosy & Bruli Cancer in Zaria
LOT C18 Sensitization and treatment of youths, women and elderly on prevention and control of HIV, TB, Leprosy & Bruli Cancer in Zaria
LOT C20 Free Medical Outreach Services in Zaria City
LOT C21 Free Medical Outreach in Sabon Gari LGA, Kaduna State
LOT C22 Training/Empowerment of youths in Sokoto East Senatorial District, Sokoto State
LOT C23 Training/Empowerment women in Sokoto East Senatorial District. Sokoto State
LOT C25 Sponsor (Training) of youths on Sport of Bayelsa West Senatorial District, Bayelsa State.

(3)          CATEGORY C: WORKS

LOT W05 Construction/Expansion of E-learning Building at the Training Centre, Saye, Zaria.
LOT W31 Construction of Six (6) Class Room Block in Ijebu-Ode, Ogun State
LOT W32 Resurfacing of Road in Ijebu-Ode, Ogun State
LOT W34 Construction of Gas fire Generating Plant in Toru-Orua, Bayelsa West Senatorial District, Bayelsa State.
LOT W35 Drilling of Motorized Boreholes with Overhead Water Tanks at Zaria, Kaduna State

(4)          ELIGIBILITY REQUIREMENTS.

Interested, reputable and competent contractors, consultants or service providers wishing to carry out any of the aforementioned projects under the three (3) categories ace required to submit the following documents in t heir Technical Bids/EOI, which will be subjected to verification.

·         Evidence of Certificate of incorporation issued by the Corporate Affairs Commission (CAC);

·         Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years valid till 31st December 2024;

·         Evidence of PENCOM Compliance Certifies  valid till 31st December, 2024

·         Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024;

·         Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024;

·         Evidence or registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of interim Registration Report (IRR) expiring on 31st December, 2024 or Valid Certificate issued by BPP:

·         Sworn Affidavit in line with Section 16(e,f) of Public Procurement Act, 2007;

·         Company’s Audited Accounts for the last three (3) years – 2021,2022 & 2023, duly acknowledged by the Federal Inland Revenue Service;

·         All documents for submission must be transmitted with a covering/forwarding letter under the company’s Letter Head bearing amongst others, the registration number(RC) as issued by the Corporate Affairs Commission(CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Head must bear the Name(s) and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the company;

(ii)          FINANCIAL CAPACITY

·         Annual Average Turn Over for Good and Services (minimum of 5m); for works (10m)

·         Submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when required.

(iii)         TECHNICAL CAPACITY

·         Verifiable documentary evidence of at least two (2) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificate and Photographs of the projects;

·         Supply of equipment: Letter of Authorization from the Original Equipment Manufacturer (OEM) or it representative; For Medical/Hospital Equipment, evidence of Authorization Letter from the Federal Government approved lists of medical equipment manufacturers or their representatives.

·         For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, TCC, PENCOM, ITF, N5ITF, IRR & Sworn Affidavit are compulsory for each JV partners;

·         Evidence of Remita payment for Bidding Document (Goods & Works).

·         Professional staff with their CVs showing their educational background and years of experiences (works only);

·         Evidence at registration with Professional Body (s) e.g. COREN, NSE, QS, CARBON, ARCON and others (works only).

·         Lists of Equipment/Plant owned or Lease Agreement (works only)

Note

The above listed requirements shall form part of the Bids examination and evaluation criteria, and non- compliance with any of the slated criteria shall result in automatic disqualification of the bidder.

(5)          COLLECTION OF TENDER DOCUMENTS FOR GOODS AND WORKS

Interested Companies are to collect tender document at the Procurement Unit of the Centre in Kaduna Liaison Office, Ungwar Rimi GRA, by Race Court, Kaduna upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira Only (N10,000.00) per lot, paid into National TB & Leprosy Training Centre, Saye –Zaria.

(6)          SUBMISSION OF TENDER DOCUMENTS FOR GOODS AND WORKS

The completed Technical and Financial bids are to be submitted in two (2) copies each, one (1) original and one (1) copy, the documents should be in two separate, sealed envelopes clearly marked TECHNICAL and FINANCIAL BID and both sealed in the bigger envelope marked with the appropriate project title and lot number at the top right hand corner and addressed to the Principal, National Tuberculosis and Leprosy Training Centre, Saye -Zaria.

The Name and Address of the company should be written at the reverse side of the envelope, and all submissions should be made not later than 11.00am Monday 15 April, 2024.

(7)          SUBMISSION OF EXPRESSION OF INTEREST (EOI)

Interested and competent consultants/Service Providers are to submit the EOI for Consultancy & other services, in three (3) hard copies each (one original & two copies). The EOI should be address as indicated above and submitted not later than 11.00am on Monday 18 March, 2024.

(8)          OPENING OF EOI AND TECHNICAL BIDS

The EOI will be opened immediately after the deadline for submission at 11:00am on Monday 18 March, 2024 while Technical Bids for category A & C (Goods & Works) will be opened at 11:00am on Monday 15 April, 2024 at the Centre’s Board Room, Kaduna Liaison Office, Kaduna in the presence of bidders/their representatives while the financial bids/proposals will be kept un opened. This advertisement equally serves as an invitation to Non-Governmental Organizations (NGOs), Anti-Corruption Agencies and the general public who wishes to witness the Bids Opening.

·         Vendors who bids more than two lots will be disqualified

·         Due Diligence/Post qualification on the winning bidders will be conducted in line with sections 16(7), 23( 10) and 32(3) (i) of PPA 2007.
