(1) The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Agro-Climatic Resilience in Semi-Arid Landscapes (ACReSAL) and intends to apply part of the proceeds toward payments under the contract for the LABORATORY INFRASTRUCTURE MODERNIZATION AND SOLAR POWER INSTALLATION FOR NARSDA & NIWRMC.
(2) The Federal Project Management Unit – Agro-Climatic Resilience in Semi-Arid Landscapes (FPMU-ACReSAL) invites sealed Bids from eligible and qualified Bidders for the LABORATORY INFRASTRUCTURE MODERNIZATION AND SOLAR POWER INSTALLATION FOR NARSDA & NIWRMC.

(3) Bidding will be conducted through the National Competitive Procurement using the Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in November 2017, August 2018, November 2020 and September 2023) available on www.worldbank.org/procure and opened to all eligible Bidders as defined in the Procurement Regulations.
(4) Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address provided below from 8:00am to 4:00pm on weekdays excluding public holidays.
(5) Eligible Qualification requirements include:
· Proof of bidder’s corporate registration in Nigeria.
· Audited Financial Statements for the past five (5) years demonstrating the bidder’s financial capability in terms of Profitability and adequate working capital.
· Evidence of successful completion of a minimum of two (2) similar supplies with at least N110m for LOT 1 and N105m for LOT 2 as the Primary supplier between January 1, 2018 and the submission deadline.
· The bidder must have a manufacturer’s authorization or accreditation as a leading distributor for the following items: GIS Equipment. Authorization from accredited dealers of manufacturers will be accepted.
· Minimum average annual turnover of at least N850m for LOT 1 and N820m for LOT 2 in the last Five (5) years (2018-2022)
· Liquidity and/or access to confirmed positive credit facilities of not less than N300m for LOT 1 and N270m for LOT2
· Verifiable Tax Clearance Certificate (TCC) in the last three (3) years
· Proof of provision of after-sales services within Nigeria.
(6) A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of non-refundable fee of N70,000.00 (Seventy Thousand Naira) only. The method of payment will be through Bank Draft in favor of Federal Project Management Unit – Agro-Climatic Resilience in Semi-Arid Landscapes (FPMU-ACReSAL). The Bidding Documents will be collected by the representative of the Bidder or by courier services on request.
(7) Original and two (2) copies must be delivered to the address below before 12noon on 11 December, 2023. Please, note that electronic bidding is not accepted and late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address below at 12 noon on 11 December, 2023.
