Contract Title: PROCUREMENT AND INSTALLATION OF 15 KVA CAPACITY SOLAR POWER SYSTEM AND 40NOS PERIMETER LIGHTENING IN 15 FEDERAL AND SCIENCE TECHNICAL COLLEGES (FSTCs)

(1) The Government of Federal Republic of Nigeria has received financing in the amount US$200,000,000.00 (Two Hundred Million Dollars) equivalent from the World Bank toward the cost of the Innovation Development and Effectiveness in the Acquisition of Skills (IDEAS) Project and intends to apply part of the proceeds toward payments under the contract for the Procurement and Installation of 15 KVA Capacity Solar Power System and 40NOS. Perimeter Lightening in 15 Federal Science Technical Colleges (FSTCs). “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. ”
(2) The Innovation Development and Effectiveness in The Acquisition of Skills (IDEAS) Project now invites sealed Bids from eligible Bidders for the Procurement and Installation of 15 KVA Capacity Solar Power System and 40Nos. Perimeter Lightening in 15 Federal Science Technical Colleges (FSTCs) to be delivered to 15 Federal Science Technical Colleges (FSTCs) across the country.
(3) Bidding will be conducted through National Competitive Bidding procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” of June 2021 Procurement Regulations edition and is open to all eligible Bidders as defined in the Procurement Regulations.
(4) Interested eligible Bidders may obtain further information from IDEAS Project, NPCU, Abuja and inspect the bidding document during office hours i.e. 0800 to 1600 hours at the address given below.
(5) The bidding document in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Thirty Thousand Naira (N30,000.00) only. The method of payment will be by Bank Draft. The document will be sent by Hand or by Courier Services; the bidder shall be responsible for the cost of the courier service.
(6) Bids must be delivered to the address below: IDEAS Project, 4th Floor, Federal Ministry of Education Annex Building, 245, Samuel Adesujo Ademulegun Street, Central Business District, Abuja, FCT on or before 12.00pm, Friday, 8 December, 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.
(7) All Bids must be accompanied by a Bid Security of 2.5% or a bank draft (in Nigeria Naira) of the Bid Price from a recognized Commercial Bank.
(8) Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
