CONSTRUCTION OF VARIOUS ENVIRONMENTALLY/ECO-FRIENDLY RURAL, INFRASTRUCTURE SYSTEMS – AGGRGATION CENTRES, WATER TREATMENT HOUSE, WASTE TO WEALTH, DRYING PLATFORM, SOLAR POWERED BOREHOLES, TOILETS, LOCK UP STORES, OPEN MARKETS IN DELTA, EDO AND ONDO STATES FOR LIFE-ND PROJECT.

1. The Federal Government of Nigeria has received financing from the International fund for Agricultural Development (IFAD) toward the implementation of the Livelihood Improvement Family Enterpise in the Niger Delta (LIFE-ND) Project. This project is aimed at enhancing income, job creation and food security through Agribusiness enterprise development in a sustainable manner for the Niger Delta region. LIFE-ND intends to apply part of the funding to eligible payments under the contract for the construction of various Environmentally/Eco-Friendly Rural Infrastructure Systems – Aggregation centre, Waters Treatment House, Waste to Wealth, Drying Platform, solar-powered Boreholes, Toilets, Lock-up stores, open markets etc in Delta, Edo and Ondo States for the LIFE-ND project.
Accordingly, the National Project Coordinating Office LIFE-ND invites reputable Construction firms with proven competence and experience to submit proposals for the execution of the works as stated above
2. (“THE WORKS CONSIST”) OF THE FOLLOWING
The objective is for the Construction of Agro Infrastructure in Delta, Edo and Ondo States. This will help the Programme to support the farmers for all season vegetable farming, improved water sanitation and hygiene, availability/nearness to market and storage facilities. The expected completion of the project is three(3) months. The LIFE ND Programme has supported rice, cassava, poultry incubatees in Delta, Edo and Ondo States with agro inputs (Certified rice seedlings, herbicides and fertilizers) and with the intervention of the Agro-Infrastructure (market, water supply, toilets, cold rooms), post-harvest lose will reduce, access to water for hygiene will increase access to off-takers will increase, the incubatees livelihood will also increase thereby creating more wealth and jobs, Its primary goal is to reduce poverty and sustainably enhance accelerated economic growth. The works consist of Preliminaries, Construction of Aggregation Centres, Water Treatment house, Waste to Wealth, Drying platform, market (Open and lock up stores), Construction of toilets, Construction of solar powered bore holes.

Lot 1: Ondo State- Akoko North West, Construction of Aggregation Centre, Solar Powered Borehole, Waste to Wealth and Drying Platform
Lot 2: Ondo State – Akure South- joka (Temidire), Construction of Solar Powered Borehole and Water Treatment house.
Lot3: Edo State-Owan West-Otuo: Construction of Market (Open/Lock Up)
Lot 4: Delta State-Ethiope East-Ekraka Kokori-Construction of Market (Open/ lock Up)
Lot 5: Delta State – Ndokwa West-Emu-Obodeti-Construction of Market (Open/ lock Up)
4. ELIGIBILITY REQUIREMENTS
i. Evidence of Incorporation with Corporate Affairs Commission CAC
ii. Evidence of financial capabilities to execute the assignment as demonstrated by the last three years annual audited financial Statements. (2020, 2021 and 2022)
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2023
iv. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate, valid till 31st December, 2023
v. Evidence of current Industrial Training Fund (ITF) certificate, valid till 31st December 2023.
vi. Power of Attorney authorizing signature of the bid by the bidder’s representative.
vii. Evidence of Registration with COREN/CORBON
viii. Company Audited Financial Statements (that include: the Balance Sheet, the Cash Flow Statement, and the Income Statement) for the last three years 2020, 2021 and 2022
5. COLLECTION OF BIDDING DOCUMENTS
Interested Bidders in submitting a bid shall purchase the bidding document against payment of a non-refundable fee of N30, 000.00 (Thirty Thousand Naira) only through a Bank draft from a Commercial Bank. On presentation of the Bank draft, the bidding document shall be forwarded to the bidder. The Bank draft should be in favour of IFAD Assisted Livelihood Improvement Family Enterprise Niger Delta (LIFE-ND) Project.
6. SUBMISSION REQUIREMENT
Instructions regarding preparation and submission of the bids are contained in the RFB document.
7. DEADLINE FOR SUBMISSION OF BIDS
Bids must be delivered to the address below at or before 12:00PM local time on 23rd October, 2023. Bids shall be evaluated lot-wise and a Bidder shall not be awarded more than one-Lot.
Late bids will be rejected. Bide will be opened in the presence of the bidders’ or representatives, who choose to attend at the address below on 23rd October, 2023 at 12.00pm local time
