(1) The Federal Government of Nigeria has received financing from the African Development Bank towards the cost of the Agricultural Transformation Agenda Support Program Phase One (ATASP -I), and intends to apply part of the proceeds toward payments for contracts for Supply of Agro inputs to farmers in Anambra and Enugu States. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
(2) The Agricultural Transformation Agenda Support Program Phase One (ATASP -1) now invites sealed bids from eligible Bidders for supply of Farm Inputs to farmers in Anambra and Enugu States under Adani-Omor Zonal Program Implementation Unit as described below:

(3) Bidding will be conducted through the Open Competitive Bidding (OCB) method as specified in the Bank’s Procurement Policy for Bank Group Funded Operations (October, 2015), and is open to all eligible bidders as defined in the Procurement Framework.
(4) Interested eligible Bidders may obtain further information from Agricultural Transformation Agenda Support Program Phase One (ATASP -1): Attention: Mr. Ibrahim Muhammad Arabi, atasphq2019@gmail.com and inspect the bidding document during office hours from 0900 to 1700 hours at the address given below.
(5) The bidding document in English language may be purchased by interested eligible Bidders upon submission of a written application to the address below and upon payment of a non-refundable fee of Fifty Thousand Naira Only (NGN50, 000.00) for each lot. The method of payment will he Bank Draft payable to Agricultural Transformation Agenda Support Program. The document will be collected at the office address below.
(6) Bids must be delivered to the address below on or before Thursday, 4 April, 2024 by 12 noon. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12:30 pm on the Thursday, 4 April, 2024.
(7) All Bids must be accompanied by a Bid Security as indicated in the table above.
(8) Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
