FEDERAL AIRPORTS AUTHORITY OF NIGERIA (FAAN)
INVITATION TO TENDER AND PRE-QUALIFICATION FOR PROCUREMENTS UNDER FAAN 2024 IGT BUDGET (SUPPLIES)
(1) INTRODUCTION
The Federal Airports Authority of Nigeria (FAAN) has the statutory, functions of developing and managing all necessary Airport facilities and services for safe, secured and efficient carriage of passengers and goods. Consequently, FAAN intends to undertake the procurement of the under-listed projects under its 2024 financial year/Internally Generated Revenue (IGR) Budget. In compliance with the National Open Competitive Bidding (NOCB) procedures stipulated in the Public Procurement Act, 2007 and its extant guidelines, FAAN hereby invites competent and reliable companies to submit their technical documents for execution of the projects.

(3) ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 (or CAC 1.1);
(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2024.
Annual Turnover based on the categories below:
– Projects between 50million Naira and below – Minimum Average Annual Turnover of not less than 25 million Naira
– Projects between 50M-100M Naira -Turnover of not less than 50million Naira
– Projects between 100M-200M – Minimum Average Annual Turnover of not less than 100million Naira
– Projects between 200M -500M – Minimum Average Annual Turnover of not less than 200million Naira
– Projects between 500M – 1 Billion – Minimum Average Annual Turnover of not less than 500million Naira
– Projects between 1 Billion and above – Minimum Average Annual Turnover of not less than 1 Billion Naira
(c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2024; or valid Certificate issued by BPP.
(g) Sworn Affidavit
· disclosing whether or not any officer of the relevant committees of the Federal Airports Authority of Nigeria or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
· that no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
· that the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
· that the company does not have existing loan or financial liability with a bank, other financial institution or third party that is classified as doubtful, nonperformance, bad or whose repayment portion has been outstanding for the last four (4) months;
(h) Company’s Audited Accounts for the last three (3) years (i.e. 2021, 2022 and 2023).
(i) Reference Letter from a reputable Commercial Batik in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(j) Verifiable documentary evidence of similar works successfully completed/ongoing project in the last five (5) years, including Letters of Award, Contract Agreements, Job Completion Certificates, Photographs.
(k) Company’s Profile, with Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic and Professional Certificates.
(l) For Supply of Equipment; Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs;
(m) ICT jobs: Evidence of Firm’s current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA)
(n) Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA);
(o) Only Companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for the Vehicles.
(p) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit arc compulsory for each JV partner)
Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), E-mail address, names and nationalities of the Directors of the Company at the bottom of the page and duly signed by the authorized officer of the Firm.
(4) COLLECTION OF TENDER DOCUMENTS
Interested Companies are to collect the Standard Bidding Documents (SBD) from Procurement Office on evidence of payment of a non-refundable tender fee of N 10,000.00 per Lot, paid into the Federal Airports Authority of Nigeria Remita account in any reputable Commercial Bank in Nigeria.
(5) SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bids in two (2) hard copies each of the technical and financial bids with soft copy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger scaled envelope addressed to The Managing Director, FAAN and clearly marked with the Lot bidded for. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box at the office of “The General Manager (Procurement)”, FAAN Headquarters, Ikeja- Lagos not later than 11:30 am Monday 10 June, 2024.
(6) OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadlines for submission at 11:30 am Monday 10 June, 2024, respectively, at the Procurement Department, Maintenance Yard, FAAN Headquarters, Ikeja, Lagos, while the financial bids will be kept unopened. Please, ensure that you sign the Bid Submission Register as the Federal Airports Authority of Nigeria (FAAN) will not be held liable for misplaced or wrongly submitted bids. (7) GENERAL INFORMATION
(a) Bids must be in English Language and signed by an official authorised by the bidder.
(b) Bids submitted after the deadline for submission would be returned un-opened.
(c) Bidders should not bid for more than two (2) Lot;
(d) All costs will be borne by the bidders;
( e) The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
(f) Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
(g) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bid opening, while the financial bids of un-successful bidders will be returned un-opened.
(h) This advertisement shall not be construed to be a commitment on the part of FAAN, nor shall it entail the bidder to make any claim(s) whatsoever and/or seek any indemnity from FAAN, by virtue of such bidder having responded to this publication;
(i) The Federal Airports Authority of Nigeria is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
