(A)     BACKGROUND AND OBJECTIVE

(1.1)   The Federal Government of Nigeria has secured loans from the African Development Bank (AfDB) for Ekiti State Government to develop the Ekiti Knowledge Zone (EKZ) on 208.799 hectares of land located between Ago Araromi in Ado Local Government and Ijan Ekiti in Gbony in Local Government and intends to apply a portion of the loan for consultancy services on the Implementation of Resettlement Action Plan (RAP) in all the settlements along the project area.

(1.2)   The EKZ had earlier contracted the services of a consultant, who prepared the Resettlement Action Plan (RAP) for the proposed project. The RAP considered the economic and social impacts of the project involving involuntary resettlement leading to loss of shelter, means of livelihood or restriction of access to means of livelihood. The assets of the Project Affected Persons (PAPs) were evaluated in accordance with the provisions of the Land Use Act and the AfDB policy on Involuntary Resettlement, Land Acquisition, Population Displacement and Compensation (OS2) and determined what form of compensation each PAP would receive.

(1.3)   EKZ now intends to procure the services of a consultant to implement the RAP to ensure that Project Affected Persons, who will be affected by the implementation of the project will be adequately compensated for their assets and/or loss of economic benefit derivable from the project area.

The specific objective of the assignment includes:-

(i)      To implement the RAP prepared in line with applicable existing policies of the Federal Government of Nigeria, (FGN) Ekiti State Government (EKSG) and the African Development Bank policies.

The Ekiti State Development and Investment Promotion Agency (EKDIPA) now invite eligible consulting firms to indicate their interest in providing the Services for the Implementation of RESETTLEMENT ACTION PLAN (RAP) of the communities affected and impacted by the proposed projects.

Interested consultants must provide the following information indicating that they are qualified to perform the services.

(1)     Consultants registration certificate (brochures and company profile)

(2)     Description of similar assignments with evidence of award (letter of award, contract agreement and/or completion certificate)

(3)     Brief description of experience in similar conditions.

(4)     Availability of appropriate skilled and well qualified staff. (Team Leader, Surveyor, Sociologist, GIS Expert, Gender Specialist, Environmental Specialist, Communication Expert M&E expert, Agricultural Economist, Construction Engineer and Business Development Expert.)

(5)     Evidence of working in similar regional work experience in similar fields (within Nigeria and/or Sub-Saharan Africa)

Consultants may constitute joint ventures of not more than three parties to enhance their chances of qualification.
