REQUEST FOR EXPRESSIONS OF INTEREST FOR PREPARATION OF A MASTERPLAN, SITE LAYOUT, INFRASTRUCTURE, ARCHITECTURAL DESIGNS AND SPECIFICATIONS, BIDDING DOCUMENTS FOR CONSTRUCTION WORKS IN THE EKITI KNOWLEDGE ZONE

The Federal Government of Nigeria has secured a loan from the African Development Bank towards Ekiti Knowledge Zone Project (EKZ). The project site is located between Ago Araromi in Ado Local Government and Ijan Ekiti in Gbonyin Local Government in Ekiti State. The Project intends to apply a portion of the loan for a consultancy contract for Preparation of a Master Plan, Site Layout, Infrastructure, Architectural Designs and Specifications, Bidding Documents for Construction Works in the Ekiti Knowledge Zone.
The Ekiti Knowledge Zone Project will be developed in phases. The first phase to be financed by the African Development Bank comprises 40 hectares: a 20-hectare Smart Green City, with gender responsive and inclusive features, for business and commercial activities while the other 20 hectares will be dedicated to residential housing units) The aim is to develop the EKZ into a technology hub with world-class industry responsive smart/green infrastructure that will integrate talents to nurture high innovative and growth companies. This requires building green and energy efficient buildings (comprising business centres, incubation & training centres, solar energy plant, shared offices and co-working spaces), green environment (parks and gardens) as well as a neighborhood centre, roads and drainage infrastructure as well as ICT/digital infrastructure (fiber optic cable, etc.). The construction activities will also include installation of electricity and renewable energy for uninterrupted power supply (5MW) through an Independent Power Plant (IPP), development of water supply through the installation of mechanized solar powered industrial boreholes, integrated waste and wastewater treatment facilities. The other 20 hectares is to be dedicated to residential accommodation and will be co-funded by the Family Homes Fund. In this regard, the design will also include the layout of the designated 20 hectares for residential area, working closely with the real estate developer.
The development shall be structured as a Public-Private Partnership, with Ekiti State Government providing land, and the required infrastructure to make the site conducive for investors and stakeholders. Key activities and services to be rendered by the EKZ includes Research and Development, Software Development, ICT, Skills development programs, Business and Commercial Services Support Funding Support, Incubation & Acceleration and Capacity Building.
The Ekiti State Development and Investment Promotion Agency (EKDIPA), the Implementing Agency, now invites eligible consulting firms to indicate their interest in providing the Services for Design of the works as indicated above. Interested consultants must, provide the following information indicating that they are qualified to perform the services:
(1) Consultants’ registration certificate (brochures and company profile).
(2) Description of similar assignments with evidence of contracts awarded in the past (letter of award, contract agreement and/or completion certificate).
(3) Brief description of experience in similar conditions.
(4) Evidence of availability of appropriate skills among staff.
(5) Evidence of working in similar regional work experience in similar fields within Sub-Saharan Africa)
Consultants may constitute joint ventures to enhance their capacities and chances for qualification.
