FEDERAL REPUBLIC OF NIGERIA
EKITI KNOWLEDGE ZONE
GENERAL PROCUREMENT NOTICE
(1) The Government of the Federal Republic of Nigeria has received a loan from the African Development Bank/African Development Fund/Nigeria Trust Fund towards the cost of-the Ekiti Knowledge Zone.
(2) The principal objectives of this project are
(a) to develop a world class knowledge park, conceived as the Ekiti Knowledge Zone (EKZ), which leverages on the state’s comparative advantage (as a peaceful state renowned for academic excellence) to create a vibrant ecosystem of innovative businesses and a conducive environment for collaboration, innovation and technology transfer in line with the Sustainable Development Goals of the United Nations and the six-point Agenda outlined by the Ekiti State Government;
(b) Creating new business opportunities and adding value to mature companies in knowledge economy sectors;
(c) Enhancing the synergy between industry, government, academic and research institutions;
(d) Fostering entrepreneurship and incubating new innovative companies; and
(e) Collaboration spaces for emerging knowledge workers.
(3) The project consists the following components:
(i) Component One:
This component comprises the following activities among others: Consultant for preparation of a master Plan/Site Layout plan for EKZ (Site Design & Scoping); Design and Supervision of Construction works in the EKZ;. Alliance (Global and local universities) with strong research and technology focus to attract stronger talent and demand base; Youth training and Certification Private Sector Operators in EKZ and Business Process Outsourcing (Basic 5 000 .Intermediate 2.000. and Advanced 1,000 ICT Skills,;
Legal Advisory Support for Seed Fund; Development of Innovation Policy/Strategic Plan; Development and Operationalization of Climate Change and Green Growth Policy; RAP Implementation Consultant to establish Grievance Redress System- for reporting and handling; Environment and Social Risk Mitigation and External Project Audit
(ii) Component Two:
This component comprises the following activities: Construction of 12 blocks of building to include an administration block, training center and residential houses; Construction of Solar powered borehole water supply system, water treatment plant and wastewater treatment facility for EKZ; Extension of 33kVA dedicated feeder from Afe Babalola University to EKZ (5km); Rehabilitation of five (5) Digital and Innovation Hubs in Universities/Polytechnics/Local Initiatives
(iii) Component Three:
This component comprises the following activities: Equipment/furniture/ internet connectivity in 12 Constructed Blocks, Administration and Training Center Building; Smart Transport System in EKZ; Equipment and Furniture for Digital and Innovation Hubs in 5 Universities/Polytechnics/Local Initiatives; Equipment for EKZ Cluster Hubs/Laboratories and Project Vehicle.
(4) Procurement of goods, works and Consulting services will be in accordance with the Procurement Framework, October 2015. Bidding documents are expected to be available in March 2024.
