(1) The Federal Government of Nigeria through the Federal Ministry of Agriculture and Rural Development has applied for financing from the World Bank and the L’ Agence Francaise de Developpement (French Development Agency or AFD) and on-lent the financing to nineteen participating States (namely Abia, Akwa Ibom, Bauchi, Kano, Katsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau, Sokoto, Niger, Gombe, Ekiti, Kaduna, Ebonyi and Osun) towards the cost of the Rural Access and Agricultural Marketing Project (RAAMP), and intends to apply part of the proceeds toward payments under the contract for Backlog Maintenance/Rehabilitation of 65.10km Rural roads in Ekiti State. This contract will be jointly financed by the International Development Association (IDA) and L’Agence Francaise de Developpement (French Development Agency or AFD). Procurement process will be governed by the World Bank’s Procurement Regulations.
(2) The Ekiti State Project Implementation Unit, Marketing Project now invites sealed Bids from rural roads grouped into Seven (7) lots as tabulated below:

The project involves Backlog Maintenance/Rehabilitation of 65.10km Rural Roads in Ekiti State of existing rural feeder roads having a total length of 65.10km. The works include but not limited to; Site clearance and Earthwork, Culverts and Drains and Surfacing as well as strict undertaking of Social and Environment Safeguard. The work is expected to be completed within 18 months.
(3) Bidding will be conducted through National Competitive Bidding (NCB) procurement method using Request for Bids (RF.B) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” September, 2023- Fifth Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
(4) Interested eligible bidders may obtain further information from the State Project Coordinator (ekitiraamp@gmail.com) Ekiti State Rural Access and Agricultural Marketing Project (RAAMP), State Project Implementation Unit (SPIU) and inspect the bidding document during office hours 0900 to 1700 at the address, given below.
(5) The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below arid upon payment of a non-refundable fee of One Hundred and Fifty Thousand Naira only (NGN 150,000.00) for One (1) Lot only while additional lots will attract a cost of One hundred and Twenty Thousand Naira only (NGN120,000.00) per other lot up to a maximum of 3 lots. The method of payment will be direct deposit to the, specified account below

(6) The document will be made available at the address given below in Paragraph 10;
(7) Bids must be delivered to the address below on 12:00noon, Thursday, 21 March 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Thursday, 21 March, 2024 by 12:00 noon.
(8) All Bids must be accompanied by a “Bid Security” as indicated in the Table above
(9) Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
