TENDER OPPORTUNITY

PROVISION OF MAINTENANCE AND OVERHAUL PUMPS SERVICES

(1) INTRODUCTION:

Chevron Nigeria Limited. Operator of NNPCL/CNL Joint Venture, invites interested and prequalified indigenous companies for this tender, opportunity for Provision of Maintenance and Overhaul of Pump Across CNL Operations. The objective of this contract includes but not limited to performance of inspection, troubleshooting, testing, calibration, repair, overhaul, commissioning and predictive/preventive maintenance of equipment/assets in Chevron Nigeria Limited (CNL) offshore and onshore oil and gas production and water injection facilities.

The contract is proposed to span a period of three (3) year’s with a possible optional term of one (1) year duration.

(2) SCOPE OF WORK:

The scope of work for the services shall primarily include but is not limited to the following;

(a) Provision of OEM Pumps and major component overhaul services including repair and return to ensure performance and availability objectives for COMPANY’S Pumps is achieved including all aftermarket products and services which is not limited to the following:

Pumps overhaul and procurement of Pump full product line (see Pumps in CNL Locations.xls)

·         Test Cell Facility for Pumps full product line

·         Pumps and equipment upgrading / Pumps uprating.

·         Pumps small component overhaul

·         Scheduled and unscheduled maintenance of Pumps

·         Periodic routine inspection of Pumps

·         Pumps packages and ancillaries, diagnostics, trouble shooting and / or emergency inspection.

·         Corrective and Preventative maintenance

·         Engineering Assistance on Pumps

(b)          Provision of SME level OEM certified Field Service Representatives (FSR) and Technicians services to support COMPANY owned and operated fleet of Pumps in COMPANY’S Escravos Terminal Onshore and Offshore areas of Operation.

(c)           Provide Formal and “On the Job” OEM certified technical training to COMPANY personnel conducted at CONTRACTOR and COMPANY facilities.

(1) Minimum Acceptable Facilities and Equipment

CONTRACTOR is required to provide all the facilities, equipment and specialized tools that are required to overhaul and test each of the Pumps product models to meet OEM Engineering-Specifications. COMPANY has no such facilities and makes no provision for such facilities.

Pumps Overhaul Facility

Pumps overhaul bays to accommodate all models of Pumps (see PUMPS IN ESCRAVOS OPERATIONS 3).

·         Specialized NDT testing of Pumps components.

·         Specialized balancing machinery.

·         Specialized Pumps alignment machinery.

·         Specialized jigs and tooling for each of the Pumps models.

·         Specialized Pumps lifting and handling equipment.

·         See technical checklist document for the minimum requirement of the overhaul shop and tooling.

Pumps and Package Testing Facility

·         Test cells with capability for the product range.

·         Capacity for testing rebuilt pumps to validate OEM pump performance curve specification for full range of the product line.

·         Specialized jigs and simulation equipment

·         Centrally controlled computerized test cell monitoring and diagnostics

Training Facilities

·         Classroom training facilities located in vicinity of the overhaul and testing facilities.

·         Computer and workstations to accommodate 10 peoples.

·         Student accommodations

·         Pumps and major component cut-away training aids.

·         Pumps control panel simulators to support both earliest and latest generation OEM systems.

·         Dedicated training staff

Field Facilities

·         Specialized equipment and tooling for small Pumps component

·         overhaul and testing

·         Pump flow test bench

·         Pump performance curve test bench

·         Pumps handling equipment for freight forwarding

·         Warehouse and inventory management system

·         Pumps mechanical seals lapping equipment

·         Specialized Pumps diagnostic, testing and calibration equipment for field use

(3)          MANDATORY TENDER REQUIREMENTS:

(A) To be eligible for this tender exercise, interested bidders must be pre-qualified and live in all four (4) listed product categories. 1.04.01: Pumps (Centrifugal. Reciprocating and Rotary: 1.04.02- Pump Accessories. 1.16.03: Firefighting Equipment/Products. 3.05.11: Rotating Equipment Maintenance Services. All successfully pre-qualified and ‘live’ bidders in all the four (4) categories by the bid close date will receive the Double Envelop Tandy (DET).

(B) To confirm if you are pre-qualified and view the product/service category you are listed for: open www.vendors.nipex-ng.com and access NJQS with your log in details, click on Products/Services Status tab to view your status and product codes.

(C) If you are not listed in the product/service category you are registered with NUPRC to do business, contact NipeX office at 8 -10. Bayo Kuku Road, Ikoyi Lagos with your NUPRC certificate (formerly called DPR Certificate) as evidence for verification and necessary update.

(D) To initiate and complete the JQS prequalification process, access www.nipex-ng.com click on services tab followed by NJQS registration.

(E)  To be eligible, all tenders must comply with Nigerian Content requirements in the NipeX system.

(4)          NIGERIAN CONTENT:

Chevron Nigeria Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.

Pursuant to enactment of the NOGICD Act,  the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board, (NCDMB).

Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations.

Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage.

The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission.

(1) Demonstrate that entity is a Nigerian-registered company with greater than or equal to 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc) and other evidence of entity’s incorporation, shareholding NCDMB NOGIC JQS

(2)  Tenderer shall provide detailed description of the location of in-country committed facilities not limited to technical and administrative office.

(3) Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.

(4)          Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institutions).

(5)          Tenderer shall provide evidence of either of the under-listed NCEC demonstrating capacity to execute the work scope:

(a)          Category 1, 2, 3, 4 or 5 Consultancy Services group NCEC demonstrating capacity to deploy Pump Technicians.

(b)          Category 1.2.3. 4 or 5 Procurement and Supplies (PS) NCEC

Only bidders who are pre-qualified and ‘live’ with all four (4) 1.04.01: Pumps (Centrifugal, Reciprocating and Rotary: 1.04.02, Pump Accessories, 1.16 03: Firefighting Equipment/Products. 3.05.11: Rotating Equipment Maintenance Services by 16:00 Hours. November 7, 2023 being the advert close date shall be invited to submit technical bid.

(4)  This advertisement shall neither be construed as any form of commitment on the part of Chevron Nigeria Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Chevron Nigeria Limited and or any of its partners by virtue of-such companies having been prequalified in NJQS.

(5)  The tendering process shall be the NNPCL contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified contractors will be requested to submit commercial tenders.

(6)  Chevron Nigeria Limited will communicate only with authorized officers of the prequalifying companies and NOT through individuals or Agents.
