TENDER OPPORTUNITY

PROVISION OF FAST SUPPLY INTERVENTION VESSEL IN SUPPORT OF OFFSHORE OPERATIONS

(1)          INTRODUCTION:

Chevron Nigeria Limited (CNL) invites interested and prequalified companies to this tender opportunity for the Provision of Fast Intervention Supply Vessels to support its operations.

The proposed contract commencement is 2nd Quarter of 2024, with a proposed term of three years plus a one-year option to extend.

(2)          SCOPE OF WORK:

The scope of work for the services includes but not limited to the following:

Provision of three Fast Supply interventions Vessels (FSIV) on a callout basis to support operational activities. Vessels must be certified to an appropriate classification society, with the following capabilities:

(A)          Contractor shall provide serviceable Fast Supply Intervention Vessels (FSIV) and crew necessary to provide 24 hours services throughout the duration the vessels are required to support operations.

(B)          Vessels will be required to perform the following:

·         Transportation of food, water, fuel, tools, equipment, and bulk materials to and from offshore platforms/facilities.

·         Any other marine support services as may be assigned by Company.

·         General support duties as directed by Company but within the capacities and capabilities of vessel and crew.

(C)          Vessel provided to perform services shall be compliant with company’s marine safety, reliability, and efficiency (MSRE) process, standard and associated procedures, and the company’s Marine Terminal Standards. The vessel shall be equipped with a company approved fully functional web based.

(D)          Provision of a suitable substitute vessel, at contractor’s expense, when a vessel must be removed for repairs.

(E)          Provision of vessel fitted for oil field support services and related duties.

(F)          Provision of vessel with a Master and full complement of officers and crew, all of whom shall be competent and capable of carrying out the Services.

(G)          Vessel shall be self-catering i.e. Meals and bunks are to be provided on the vessel by contractor, at contractor’s own cost and without recourse to company,

(H)          Provision of related/complementary services as maybe required by company

(3)          MANDATORY TENDER REQUIREMENTS:

(A)          To be eligible for this tender exercise, interested bidders are required to be pre-qualified and “live” in the NJQS Product Group (Tugs/ROV Support / Support Vessel) category on the NipeX Joint Qualification System tNJO5) database. All successfully pre-qualified and “live” bidders in this category by the bid close date will receive an Invitation to Technical Tender.

(b)     To determine if you are prequalified and to view the product/service category you are listed for; Open http://vendor.nipexjqs.com and access NJQS with your log in details. Click on Products/Services Status tab to view your status and product codes.

( C) If you are not listed in the product/service category you are registered with DPR to do business, please contact NipeX office at 8-10 Bayo Kuku Street, IKoyi Lagos with your DPR certificate as evidence for verification and necessary update.

(D) To initiate the JQS prequalification process, access www.nipex-ng.com click on services tab followed by NJQS registration.

( E)  To be eligible, all tenders must comply with Nigeria Content requirements in the NipeX system.

(4) NIGERIA CONTENT:

The following are Nigeria Content requirements bidders are expected to comply with in their technical bid submission.

(A) Tenderer shall demonstrate that entity is a Nigerian registered company. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent: CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entity’s incorporation, shareholding & ownership structure in Nigeria.

(B)          Tenderers shall provide evidence of Category A and or B Nigerian Content marine Vessel certificate (NCMVC) of the nominated FSI Vessels to be utilized for execution of the contract.

(C)          Tenderer shall provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume,

(D)          Tenderers shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian person/ utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

(E)          Tenderers shall provide location of in-country facilities (not limited to administrative office) to execute the work scope.

(5) CLOSING DATE:

Only bidders who are prequalified and “live” with NJQS Product/Category 3.08.01 (Tugs/ROV Support / Diving Support Vessel) by 16:00 Hours, November 28, 2023 being the advert close date shall be invited to submit technical bid.

Additional Information:

(1)  Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under this product/service category.

The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.

(3)  All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.

(4)  Suppliers eligible for this tender opportunity are expected to meet the requirement of the Nigerian Maritime Administration and Safety Agency, NIMASA.

(5)  This advertisement shall neither be construed as any form of commitment on the part of Chevron Nigeria Limited to award any contract to any company and or associated companies, sub-contractors, or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Star Deep Water Petroleum Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.

(6)  The tendering process shall be the NNPC double envelope contracting process requiring pre-qualified companies to submit both technical and commercial tenders. Following the technical evaluation of bidders submission, only the commercial submission of the technically and financially qualified contractors will be accessed.

(7)   Chevron Nigeria Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents
