PROVISION OF ELECTRICAL AND INSTRUMENTATION SERVICES ON CALL-OUT

(1) INTRODUCTION:
Chevron Nigeria Limited invites interested and prequalified companies with relevant experience for this tender opportunity for provision of Electrical and Instrumentation Services to support CNL’s production Activities. Electrical and Instrumentation Services are required to execute Company’s wide range of operational activities within the Escravos Operations (western, central, and eastern) field locations for terminal, offshore, onshore and/or swamp facilities (or at other locations) as may be required to support Company’s ongoing oil and gas production activities.
The services are estimated to commence third quarter of 2024 for Three (3) years primary term with an optional one (1) year extension period.
(2) SCOPE OF WORK:
The scope of work for the services shall include but not limited to the provision of skilled, qualified and certified personnel, supervision, services, transport, testing devices, equipment, tools, engineering design, design validation, procurement of equipment and materials, construction, fabrication, installation, integration, testing and commissioning, provision of as-built drawings/documentation and decommissioning, consumable materials and/or every item of expense necessary for the rendering Electrical and instrumentation Services to Company, 24 hours per day, 7 days per week, on an “as and when required” basis and in a safe manner to plant, assets and personnel at all Company’s facility locations (Escravos, offshore, onshore, etc.). Furthermore, successful companies would be expected to have self-sustaining operations and capabilities to provide any aspect of the scope from personnel only who are qualified and able to communicate fluently in English, to full services, including equipment and consumables, as may be required.
Detailed Services Description:
The scope of work for the Electrical and instrumentation Services includes but not limited to the following:
(A) Carry out site surveys.
(B) Detailed Engineering based on Conceptual or Front-End Engineering
Design by CNL.
(C) Procurement and installation of electrical, Instrumentation and control items.
(D) Installation of fire and gas protection systems, lightning protection system.
(E) Upgrade of measurement, safety and control systems which include but not limited to: PLC, DCS Upgrades, Control Systems upgrades on Packaged Equipment (Generators, Compressors, Pumps etc.), SCADA Systems.
(F) Design and installation of metering systems.
(G) Design and installation of pipeline leak detection system.
(H) Pre-commissioning and commissioning activities.
(I) Decommissioning activities.
(J) As-built documentations.
(3) MANDATORY TENDER REQUIREMENTS:
(A) To be eligible for this tender exercise, Interested bidders are required to have the requisite NUPRC permit. NCDMB NOGIC JQS registration and be pre – qualified and ‘live’ under Product Code 3.05.02 (Electrical/Instrumentation Services) on or before the advert close date in NipeX Joint Qualification System (NJQS) database. All suppliers who are pre-qualified and “live” in this category by the bid close date of this advert will receive the Invitation To Tender (ITT).

(E) To be eligible, all interested bidders must comply with the Nigerian Content requirements in the NipeX system.
(4) NIGERIAN CONTENT REQUIREMENT:
(A) Only Nigerian companies having equal to or greater than 51% Nigerian shareholding in the bidding entity shall bid for this work scope. Tenderer shall demonstrate that entity is a Nigerian-registered company. Provide evidence of company Ownership Structure form 002 and 007, registration on NOGIC JQS and NUPRC Certificate.
(B) Detailed description of the location of in-country committed facilities & infrastructure (technical office/administrative office) in Nigeria to support this contract.
(C) Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
(D) Tenderer to provide evidence of any of the under-listed document demonstrating capacity to execute the work scope.
(i) Category 1, 2, 3, 4, or 5 Construction and Movable Equipment ECNCEC demonstrating ownership of Electrical and Instrumentation equipment to be utilized in the execution of the work scope.
(ii) Category 1,2,3,4 or 5 Consultancy & Studies group NCEC demonstrating capacity to carry out Detailed engineering Design and or deploy trained personnel to execute the work scope.
(E) Provide evidence of what percentage of Management Positions are Nigerian personnel and what percentage of Nigerian personnel that shall execute the work scope.
(F) Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man- hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
(G) Final contract award shall be to contractors that are technically qualified and who comply fully with the provisions of the Nigerian NOGICD Act, 2010.
(H) Contractors shall comply and execute the contract in compliance with all applicable Laws and the NOGICD Act, 2010.
(I) Non-compliance with the Nigerian Content Act 2010 is a FATAL FLAW.
(5) CONTRACT AWARD STRATEGY:
(A) Final contract award is aimed at Three (3) contractors that are technically qualified and comply fully with Nigerian Content requirements and targets at their quoted prices. The proposed split ratio for contract award at the lowest technically qualified bidder’s rate is 40%:30%:30%.
(B) Final contract award shall be to contractors that are technically qualified and who comply fully with the provisions of the NOGICD Act, 2010 with the recommendation of award accompanied by NCCC.
(C) As part of the Nigerian Content bid evaluation, award of contract will be based on strict compliance with the provisions and requirements of the Nigerian Content Act.
(D) Bid Currency shall be United State Dollars (USD).
(E) Payment shall be based on currency split of 60% USD and 40% Nigerian Naira.
(6) CLOSE DATE:
Only bidders who are pre-qualified and “live” with NJQS Product/Category 3.05.02 (Electrical/Instrumentation Services by 4:00pm, 13 December, 2023 being the advert close date shall be invited to submit technical bid.
(7) ADDITIONAL INFORMATION:
(1) The Invitation to. Tender (ITT) and any further progression of this tender shall be via NipeX. Interested bidders are therefore advised to ensure they are set-up in NipeX with a valid and active official company email address accessible by all in their organization as this shall be the only means to transmit the ITT.
(2) Bidders, who, for this bid process enter a Joint Venture (JV), Partnership, Consortiums, etc. with another bidder that is bidding for this service will be disqualified.
(3) All costs incurred by a bidder in preparing / processing NJQS prequalification and participating in this tendering process shall be to the bidder’s accounts.
(4) This advertisement shall neither be construed as any form of commitment on the part of Chevron Nigeria Limited (“Company”) to award any contract to any company and or associated companies, sub-contractors, or agents, nor shall it entitle prequalified companies to make any claims whatsoever and/or seek any indemnity from Company and/or any of its partners by virtue of such companies having been prequalified in NJQS.
(5) The tendering process shall be the NNPC NipeX contracting process requiring prequalified companies to submit both technical and commercial tenders at the same time.
(6) Company reserves the right to reject any and or all pre-qualified bids at its sole discretion and at no cost to Company.
(7) Company will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or agents.
