REQUEST FOR PROPOSAL FOR CONSULTANCY ON YOUTH EMPOWERMENT IN JERE LGA

(Business Development and Vocational skills)

About THRIVE

The Transitioning Households to Recovery from Vulnerability (THRIVE) in Jere project is a two-year multi-sectoral, emergency and recovery project funded by BHA/USAID, starting its second year in June 2023. CRS with Mercy Corps (MC), Women in the New Nigeria (WINN), Salient Humanitarian Organization (SHO) and Justice Development and Peace Commission (JDPC) provides assistance to support early recovery in targeted areas to advance participants from lifesaving assistance to life-building support THRIVE shall support the transitioning of households from lifesaving food assistance to life-building agricultural production and economic recovery activities.

Purpose of Consultancy:

THRIVE is seeking an experienced national Consultant to conduct Vocational Skills Acquisition and Business development Training under the Economic Recovery and Market Systems sector of the project. The training aims to equip at least 500 selected youths, females and males aged between 18-34 who have minimal or no formal education in Jere LGA, with vocational and Business management skills. This will enable the selected youths engage in new livelihood development activities generate income from Vocations for which there is market demand.

The consultancy is expected to be implemented between October, 2023 and “February 2024, upon signing of the Contract.

The specific objectives of the consultancy are to:

(1)     Train at least 500 youths (females and males) on Business Development skills in Jere LGA.

(2)     Train at least 500 youths (females and males) on various vocation development skills in Jere LGA, through at least three months apprenticeship using locally based artisans.

Experience and qualifications

(1)     Evidence of ability to put together a team of.

(a)      Locally based artisans from all various vocations, capable of providing apprenticeship-based training to male and female youths in Jere in locally spoken Jere dialects.

(b)     Artisans capable of providing meaningful apprenticeship to the youths, resulting into useful skills transfer.

(2)     Evidence of previous or current experience in conducting vocational apprenticeship training for youth trainees.

(3)     Demonstrated effective collaboration with state government departments involved in youth development, including NDE, Min of Women Affairs, Min of Commerce.

(4)     Previous experience of working with NGOs or private sector actors to provide vocational training to unemployed young people in BAY states.

All submissions should be made to CRS office in Maiduguri with address at House No. 1 Dipcharima Road, Old GRA Maiduguri, Borno State not later than Tuesday, 30 October, 2023. The application pack should consist of the following documents:

(1)     CV of the Consultant

(2)     Company profile, CAC registration, Tax Identification Number (TIN)

(3)     Evidence of present and past similar Consultancy successfully accomplished.

(4)     Sample training manuals for the various vocations, demonstrating expected milestones for specified time.

(5)     Details of expected consultancy remuneration for the assignment, providing clear distinction on the costs for Business skills training and Vocational skills training. Per participant-based charging cost is preferred and unit cost should be inclusive of training materials.
