BORNO STATE GOVERNMENT
INVITATION TO TENDER
The Borno State Government through the Ministry of Works and Housing in compliance with Borno State Bureau on Public Procurement Law 2019, wishes to invite interested, reputable, and suitably qualified Contractors to submit bids for the Construction of Two Bed room Semi detach flats (400 No. Of 2 bedrooms Semi detach, 200 in Magumeri, 100 in Biu and 100 in Hawul LGAs respectively).
Bidding will be conducted by the open domestic bidding method and is open to all bidders.
(2.0) ELIGIBILITY REQUIREMENTS
· Evidence of registration with the Corporate Affairs Commission, including Certified True Copy (CTC) of the memorandum and Article of Association, (Form CAC 02 & CAC 07).
· Evidence of Valid Registration with Borno State Bureau on Public Procurement and payment of relevant fees.
· Evidence of the Company’s Income Tax Clearance Certificate (TCC) for the last three years.
· Evidence of PENCOM (Current Pension Clearance Certificate).
· Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate.
· Audited financial Reports and Accounts for the last three years.
· Verifiable Documentary Evidence of at least three (3) similar works successfully/ongoing project, including Letters of Awards, Contract Agreements, job completion certificates, and photographs of the project.
· Company Profile, with Curriculum Vitae of relevant professionals/Technical Staff to be deployed for the project.
· Affidavit from a court of competent jurisdiction in Nigeria, disclosing as follows;
(i) That the company is not in receivership
(ii) Compliance with Public Procurement Law 2019.
(iii) That the Director(s) has/have never been convicted by any court of law.
(iv) That any Government Agency or an International has not debarred the Company
N.B. There is a waiver for items 4&5 for domestic tenderers (Borno State Indigenous Contractors)
(3.0) COLLECTION OF TENDER DOCUMENTS
Interested eligible Bidders may obtain further information and the tender documents through the eGP Portal (https://eprocurement.bpp.bo.gov.ng) upon payment of appropriate non-refundable Tender fees from 07 March 2024 to 17 March, 2024
(4.0) SUBMISSION OF TENDER
The bid must be submitted through the e-GP portal (https://eprocurement.bpp.bo.gov.ng) on or before 17 March 2024. Bidders are to ensure that they sign all pages of the Bidding Documents before Uploading.

(7.0) NOTE:-
· Tenders submitted after the dateline of submission will be rejected.
· Borno State Ministry of Works and Housing is not bound to select any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities by section 30 of the Borno State Public Procurement Law, 2019.
· Any tender that does not comply with the above requirements or any form of deviation from the requirements will be rejected
· Only eligible candidates would be allowed to submit a bid
