ENGAGEMENT OF A CONSULTANT TO DESIGN STORMWATER AND GULLY EROSION CONTROL STRUCTURES IN FIVE LOCAL GOVERNMENT AREA OF BENUE STATE.
The Government of tire Federal Republic of Nigeria has received financing from the world bank towards the cost of the Agro-Climatic Resilience in Semi-Arid Landscapes Project (ACRESAL) and intend to apply part of the proceeds to Engage a Consultant to design stormwater and gully erosion control structures in Five Local Government Area of Benue State for Benue State ACRESAL.
The main assignment of the consultant (under Phase 1) is to prepare Feasibility Studies (FS), Concept Note (CN) and/or Detailed Design (DD) (if any) reports and drawings, bidding documents (incl. Bill of Engineering Measurement and Evaluation (BEME) and engineering cost estimates while taking into consideration environmental and social risks.
In addition, this could be followed (In Phase 2) by supervision of works and quality control as well as ensuring sustainability by preparing an adequate operations and maintenance (O&M) system to be implemented at the conclusion of the construction of infrastructure improvements.
The professional staff to be provided by the Consultant is estimated at 8 staff-months covered by the services of: Drainage/Hydraulic Engineer (Team Lead); Topographic Surveyor/Geodetic Engineer; Geotechnical Engineer; Soil Conservation specialist; Hydrologist, GIS Expert, CAD Expert, and Quantity Surveyor/Contract Specialist. The services are anticipated to be completed within 4 months for Phase I and 12 months for Phase 2 from the Contract Effective Date.

The Benue State Project Management Unit of the Agro-Climatic Resilience in Semi-And Landscapes Project (ACReSAL) now invites eligible consulting firms (consultants) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria:
(i) Evidence of legal status of the firm (Business and years in business) shall not be less than 10 years relevant general working experience.
(ii) Profile of firm including ownership structure with full contact details.
(iii) Capability profile of the firm (Track records); including details of experience in similar assignment.
(iv) Technical and managerial capability of the firm.
(v) Experience of working in a similar geographical region.
Key experts will not be evaluated at the shortlisting stage.
The attention of interested consultant is drawn to section HI, paragraph 3.14,3.16 and 3.17 of the world bank’s “Procurement Regulations for PF Borrowers” October, 2017 (“Procurement Regulations”); setting forth the World Bank’s Policy on Conflict of interest
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy, in the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality Cost-Based Selection Method set out m the procurement regulations.
