REQUEST FOR BIDS (RFB)

Procurement of 2 No. Drilling Trucks with Rigs and Back-up Vehicles for Drilling and Installing Solar Powered Boreholes for Communities in Benue State (RFB No.: NG-BENUE STATE ACReSAL-417425-GO-RFB)

(1)     The Government of the Federal Republic of Nigeria has received a credit from the International Development Association toward the implementation of BN-ACReSAL Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for the Procurement of 2 No. Drilling Trucks with Rigs and Back-up Vehicles for Drilling and Installing Solar Powered Boreholes for Communities in Benue State.

(2)     The Benue State Agro-Climatic Resilience in Semi-Arid Landscapes Project (BN-ACReSAL) now invites sealed bids from eligible and qualified bidders for the Procurement of the following:

(3)     Bidding will be conducted through the National Competitive Bidding using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” procurement in investment project financing revised September, 2023 (“Procurement Regulations”) and is open to all Bidders as defined in the Procurement Regulations.

Interested eligible bidders may obtain further information at the address below from 10:00am to 4:00pm Mondays to Fridays, excluding public holidays.

(4)     All Bids must be accompanied by Bid -Security from a reputable bank NGN22.5M.

(5)     Qualifications requirements include:

(i)      Provide evidence of firm’s corporate registration and returns for the last three years in Nigeria or overseas.

(ii)      Valid Tax clearance certificate for the last three years;

(iii)     Company profile and technical qualification of Key Personnel with registration with relevant professional bodies.

(iv)     The Bidder shall demonstrate that it has successfully completed at least 2 similar contracts within the last 5 years (2019-2023) prior to bid submission deadline that have been successfully and substantially completed and that are similar in nature and complexity to the Goods, works and related Services under the Contract. For a joint venture, this requirement should be met by all members combined.

(v)     Audited financial statements for the last 3 years (i.e. 2021, 2022, and 2023).

(vi)     Manufacturer’s authorization: the Bidder shall provide evidence of being duly authorized by a manufacturer.

(vii)    Provide minimum average annual turnover in the last three (3) years of at least NGN200M. For a joint venture this requirement shall he met by each member;

·        Working Capital/Access to Credit: N6N250M

·        Average Annual Turnover: NGN200M

(viii)   Verifiable evidence of financial capability and bank support from a reputable bank,

(ix)     Court sworn affidavit:

(a)     That all information are true and correct

(b)     That none of the Company Directors had been convicted of any crime relating to fraud.

(x)     A margin of preference for eligible national contractors shall not be applied

(6)     Collection of Bids:

Interested and eligible Bidders can obtain standard Bidding document upon the payment of a non-refundable fee of Eighty-Five Thousand Naira (N85,000.00), The method of payment will be Bank draft in favor of Benue State – Agro-Climatic Resilience in Semi-Arid landscapes Project or pay directly into this bank account; BENUE State ACReSAL Account, Polaris Bank, Account Number: 4060015438 and present the payment evidence to the address below.

(7)     Submission:

Two copies each of the technical and completed financial bids shall be submitted in two (2) separate sealed envelopes marked technical and financial bid. The two envelopes shall be enclosed in a larger envelope labelled technical and financial bid with the Project name at the top right hand corner with Company name behind and addressed to;

(8)     Bids must be delivered to the address below on or before 11.30am on Friday, 31 May, 2024. Electronic Bids submission will not be permitted, late Bids will be rejected. Bids will be opened at 11.30 am local Time on Friday, 31 May, 2024 at the address below in the presence of Bidders representatives who choose to attend.
