PROCUREMENT AND SUPPLY OF TRACTORS AND ATTACHMENTS TO SUPPORT COMMUNITY FARMERS, FLID, CRF ACTIVITIES AND LANDSCAPE RESTORATION IN THE THREE SENATORIAL DISTRICTS OF BENUE STATE

1. The Government of the Federal Republic of Nigeria has received a credit from the International Development Association toward the cost of Benue State Agro-Climatic Resilience in Arid and Semi- Arid Landscape Project (BNACReSAL), and it intends to apply part of the proceeds of this credit to payments under the contract for the procurement of tractors and attachment equipment’s to support community farmers, FLID, CRE activities and Landscape Restoration in three senatorial districts of Benue State and the Establishment of fully functional Plant nurseries and green-houses in 3 LGAs UNDER BENUE ACRESAL PROJECT.
2. The Benue State Agro-Climatic Resilience in Arid and Semi- Arid Landscape Project (BNACReSAL) now invites sealed bids from eligible and qualified bidders for the procurement the following:

3. Bidding will be conducted through the National Competitive Bidding using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 fifth edition (Procurement regulations) and is open to all procurement regulations.
4. Interested eligible Bidders may obtain further information at the address below and inspect the bidding documents from 10:00am to 4:00pm Mondays to Fridays, excluding public holidays.
5. All bids must be accompanied by a bid security from a reputable bank NGN22.5M for category A (lots 1-3) and NGN33M for category B.
6. Qualification requirements include:
i. Provide evidence of firm’s corporate registration in Nigeria or overseas.
ii. Valid tax clearance certificate covering at least the three years
iii. Company profile and technical qualification of key personnel with registration with relevant professional bodies ( category B).
iv. The bidder shall demonstrate that it has successfully completed at least 2 similar contracts within the last 5 years (2019 – 2023) for category A and 3 years (2021-2023) for category B prior to bid submission deadline that have been successfully and substantially completed and that are similar in nature and complexity to the Goods, works and related services under the contract, for a joint venture, this requirement should be met by all members combined.
v. Audited financial statements for the last 3 years (i.e 2021, 2022 and 2023)
vi. Manufacturer’s authorization: the bidder shall provide evidence of being duly authorized by a manufacturer for category A.
vii. Provide minimum average annual turnover in the last three (3) years of at least of NGN200 million. For a joint venture, this requirement shall be met by each member;
- Working capital/access to credit NGN250M
- Average annual turnover: NGN200M
viii. Verifiable evidence of financial capability and bank support from reputable bank
ix. Court sworn affidavit that all the information are true and correct and that none of the company directors had been convicted of any crime relating to fraud.
x. A margin of preference for eligible national contractors shall not be applied.
7. Collection of Bids
Interested and eligible bidders can obtain Standard Bidding Document upon the payment of a non-refundable fee of Eighty-Five Thousand Naira (N85, 000.00) per lot. The method of payment will be Bank draft in favor of Benue State – Agro Climatic Resilience in Semi-Arid Landscapes project or pay directly into this bank account: BENUE STATE ACRESAL Account Polaris bank, Account Number:
4060015438 and present the payment evidence to the address below.
8. Submission
Two copies each of the technical and completed financial bids shall be submitted in two (2) separate sealed envelopes marked technical and financial bid. The two envelopes shall be enclosed in a larger envelope labeled technical and financial bid with the project name at the top right hand corner with company name behind and addressed to; The Project Coordinator, Benue State ACReSAL.
9. Bids must be delivered to the address below on or before 11:30am on Tuesday, March 5th, 2024. Electronic bids submission will not be permitted. Late bids will be rejected. Bids will be opened at 11:30am local time on Tuesday March 5th 2024, at the address below in the presence of bidders representatives who choose to attend.
