INVITATION TO TENDER FOR RECONSTRUCTION OF STATE OF THE ART POLICE STATION AT OBALE STREET, BADIA IJORA
(1.0) INTRODUCTION
Apapa-Iganmu Local Council Development Area in pursuance of its mandate and in compliance with the requirements of the Lagos State Public Procurement Law 2021 as amended and in line with year 2023 capital budgetary provision of the Local Council Development Area. Apapa- Iganmu Local Council Development Area is seeking bid from reputable and competent companies with good track record of performance and experience to tender for reconstruction of state of the art police station at Obale street, Badia Ijora.
(2.0) PROJECT TENDER
(2.01) RECONSTRUCTION OF STATE OF THE ART POLICE STATION AT OBALE STREET, BADIA IJORA
Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified in the Lagos State Public Procurement Guidelines for works and are open to all bidders from eligible countries as defined in the guidelines.
The Apapa-Iganmu Local Council Development Area invites sealed bids from eligible contractors for the above contract as defined in the guidelines.
(3.0) QUALIFICATION REQUIREMENTS/ELIGIBILITY CRITERIA
Interested and competent contractors wishing to carry out the project as describe above will be required to submit the following documents:
(1) Evidence of registration as contractor with appropriate class with the Lagos State Government/Apapa-Iganmu Local Council Development Area.
(2) Evidence of registration with the Corporate Affairs Commission (C.A.C) with inclusion of Certificate of Incorporation and Articles of Association.
(3) Current Company Tax Clearance Certificate Corresponding with the company annual turnover for the last three (3) years. (Years: 2020, 2021 & 2022).
(4) Possession of experience as a prime contractor in at least 3 projects of similar nature and complexity with verifiable letters of contracts award and certificates of job completion within the last five (5) years.
(5) Detailed Company Profile and Organizational Structure including Names and Telephone Numbers of Key Personnel (Technical Managerial).
(6) Evidence of Financial Capability (Reference Letter from Reputable Bank).
(7) Copies of VAT Registration with TIN number and evidence of VAT remittances for the last three (3) Years.
(8) Company Audited Accounts for the last Three (3) Years. (Years: 2020, 2021 & 2022).
(9) Evidence of development Levy for Two Directors.
(4.0) NOTE:
(i) Additional details are provided in the Bidding Documents.
(ii) All claims must be adequately substantiated with documents and must be verifiable.
(iii) Bids from two or more different bidders having common controlling partners shall be disqualified if bidding for the same lot.
(iv) Apapa-Iganmu Local Council Development Area shall deal directly with only the authorized officers of interested companies and not with their agents.
(v) This bidding exercise shall not be construed as a commitment on the part of Apapa-Iganmu Local Council Development Area to award the contract to anyone or even award any contract at all.
(vi) Apapa-Iganmu Local Council Development Area will not be responsible for any cost or expenses incurred by any interested party in connection with site inspections or responses to this invitation.
Interested eligible bidders may obtain further information from and inspect the bidding document at the Apapa-Iganmu Local Council Development Area, Procurement Office.
(5.0) COLLECTION OF BID DOCUMENT
A complete set of bidding Document in (English Language) may be purchased by interested bidders at the above address, upon the submission of a written application to: The Executive Chairman, Apapa-Iganmu Local Council Development Area. Interested bidders may obtain further information concerning the bidding document fees from the Procurement Office. The Bidding Document may be collected by hand or sent by Courier at bidder’s expense.
(6.0) SUBMISSION OF BID DOCUMENTS
Bids must be enclosed in a sealed envelope addressed to the Executive Chairman, Apapa-Iganmu Local Council Development Area, and delivered at the same address on or before 12:00noon on Wednesday, 20 December, 2023 and must be accompanied by a bids security of 1%. Late bids will be rejected.
7.0 BID OPENING:
Bids will be opened in the presence of bidders’ representatives who choose to attend on Wednesday, 20 December, 2023 at 12:00pm, at the Council Multipurpose Hall, Apapa-Iganmu Local Council Development Area. Secretariat.
