INVITATION TO PRE-QUALIFICATION AS EXTERNAL AUDITORS
1. INTRODUCTION
The Aminu Kano Teaching Hospital is desirous of having a reputable External Auditing Firm that will be handling the Auditing of its Accounts. The Hospital wishes to invite interested and reputable auditing firms with relevant experience and good track record to submit the below listed documents necessary for pre-qualification of appointment as External Auditors.
2. DESCRIPTION OF WORK
1. You are expected to audit all the Hospital accounts annually in line with established statutory Governmental regulations.
3. ELIGIBILITY REQUIREMENTS
Prospective bidders are required to submit the following documents;
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC1.1, CAC2 and CAC7; business name is also acceptable.
b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2023 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2023(this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2023;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2023 or valid Certificate issued by BPP;
g) Sworn affidavit;
• That the bidder is neither in receivership nor a subject of insolvency/bankruptcy winding proceedings;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• Whether or not any officer of the relevant committees of the MOFI or BPP is a former or present director, shareholder, or has any pecuniary interest in the bidder and;
• That all information presented in the bid is true and correct in all particulars.
h) Audited Accounts for the last three years showing annual turnover;
i) Evidence of experience in previous three (3) jobs of similar nature and complexities including award letters and completion certificates in the area of the particular assignment in the immediate past three years.
j) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications with attestation of availability and contact phone numbers (evidence of firm and personnel registrations with relevant regulatory/professional bodies.
k) Evidence of registration with Office of the Auditor General of the Federation.
l) Current/valid practicing license of the relevant professional bodies.
4. EXPRESSION OF INTEREST
Firms that intend to bid are required to pay a non-refundable fee of twenty thousand Naira (N10,000.00) only to the Hospital account through Remita. A photocopy of the receipt is to be attached to the technical bid. Firms that fail to comply will be disqualified for consideration.
5. SUBMISSION OF PRE-QUALIFICATION
One copy of technical bid must be sealed in an envelope and marked “technical bid” for consideration and addressed to:

The sealed envelope should be deposited in the tender box at the office of the Chief Medical Director, Aminu Kano Teaching Hospital not later than 12:00 noon from 18th September to 16th October, 2023. Late submission of bids will not be accepted, please. NB: Bidders are required to obtain an acknowledgment slip from the secretary to the CMD before depositing their bids in the tender box. Opening of the received bids will commence at 12: 00 noon on 16th October, 2023 at the conference hall, of the catering department, Aminu Kano Teaching Hospital, Kano. All bidders and/or their representatives, relevant professional bodies and NGOs are invited to witness the Public Opening exercise accordingly.
6. GENERAL INFORMATION
i. All CAC, VAT, PENCOM and tax clearance certificates may be referred to the secretary agencies, corporate affairs commission, Federal Inland Revenue Service (FIRS), National Pension Commission and other relevant for bodies for verification.
ii. The Hospital Management reserves the right to reject any or all submissions that do not comply with the requirements specified.
iii. The evaluation of the received documents shall be strictly based on the requirements as specified above; and
iv. Only firms that have been successfully screened and found competent will be considered.
v. Bids must be in English Language and signed by an official Authorized by the bidder;
vi. Bids submitted after the deadline for submission would be returned un-opened;
