REQUEST FOR BIDS (RFB) FOR NATIONAL COMPETITIVE BIDDING DOCUMENT PROCUREMENT OF WORKS FOR BACKLOG MAINTENANCE/REHABILITATION OF 51.05KM RURAL ROADS IN AKWA IBOM STATE (LOTS 1-5)

(1)     The Federal Government of Nigeria through the Federal Ministry of Agriculture and Rural Development has received financing from e World Bank toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP) and intends to apply part of the proceeds toward payments under the contract for Backlog

(2)     This contract will be jointly financed by the L’Agence Frangaise de Developpement (French Development Agency or AFD). Procurement process will be governed by the World Bank’s Procurement Regulations.

(3)     The Akwa Ibom State Project Implementation Unit (SPIU), Rural Access and Agricultural Marketing Project(RAAMP) now invites sealed Bids from eligible Bidders for the Construction of Backlog Maintenance/ Rehabilitation of 51.05km Rural Roads as shown in Schedule A below.

(5)     Bidding will be conducted through National Competitive Procurement method using Request for Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers – Procurement in Investment Projects Financing” November, 2020 – Fourth Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

(6)     Interested eligible bidders may obtain further information from the State Project Coordinator (akwaibom-raamp@outlook.com) Akwa Ibom State Rural Access and Agricultural Marketing Project (RAAMP), State Project Implementation Unit (SPIU) and inspect the bidding document during office hours 0900 to 1600 at the address given below.

(7)     The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application accompanied with an evidence of payment to the address below and upon payment of a non-refundable fee of NGN 150, 000.00. The method of payment will be direct deposit to the specified account below.

(8)     Bids must be delivered to the address below on or before 11.00 am on Monday, 15 January, 2024. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 11.00 am on Monday, 15 January, 2024.

(9)     All Bids must be accompanied by a Bid Security which MUST be a Bank Guarantee in the following amount and on Lots basis:

·        LOT 1 = NGN28m

·        LOT 2 = NGN29m

·        LOT 3 = NGN22m

·        LOT 4 = NGN45m

·        LOT5 =  NGN27m

(10)    Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice using the Beneficial Ownership Disclosure Form as included in the bidding document.
