INVITATION TO TENDER FOR ZONAL INTERVENTION PROJECTS UNDER THE 2023 CAPITAL APPROPRIATION
1. PREAMBLE:
The Ajaokuta Steel Company Limited (ASCL) a federal government wholly owned enterprise under the Ministry of Mines and Steel Development was established by Decree No 60 of 1979. The company intends to execute some approved zonal Intervention Projects in the 2023 National Budget and hereby invites reputable and competent interested contractors to submit technical and financial bids for the following projects.
2. PROJECTS:

3. ELIGIBILITY REQUIREMENTS
To qualify for consideration interested companies with experience in similar jobs are required to submit a document listed here under alongside their tender documents. These documents must be verifiable, failure to submit any of the underlisted documents may lead to disqualification of the tender
a. Evidence of certificate of in cooperation with the cooperate affairs commission including from CAC 2 and CAC 7
b. Evidence of registration on the bureau of public procurement, national database of contractors, consultants and service providers by inclusion of internal registration report (IRR) issued by the BPP and expiring 31st December 2023.
c. Evidence of current tax clearance certificate for the last three years (2020, 2021, 2022) tax identification number (TIN) and evidence of VAT registration and remittance.
d. Evidence of audited account for the past three years (2020 – 2022)
e. Evidence of current compliance with the industrial training fund (ITF) registration valid till 31, December 2023
f. Evidence of registration with proof of remittance to the pension commission (PENCOM) valid till 31st December 2023
g. Evidence of certificate of compliance with contribution to Nigeria social insurance trust fund (NSITF) valid till 31st December 2023.
h. Company profile and organization structure including names and resume of key personnel with address and phone number as well as evidence of registration of both the company and key personnel with relevant and professional bodies
i. Verifiable list of previous/ similar projects successfully executed in the past five years with their locations and clients (copies of completion certificate, final payment certificate should be attached)
j. Evidence of financial capability/ reference letter from a reputable bank
k. Sworn affidavits disclosing weather or not any officer of the relevant committees of the Ajaokuta steel company limited (ASCL) or the bureau of public procurement is a former or present director/ shareholder or has any pecuniary interest in the bidder or to confirm that all information presented in his bids are true and correct in all particulars.
4. COLLECTION OF BIDS DOCUMENTS
Bid documents are to be collected from the office of the head (Commerce) room 310 on the third floor of main administration and welfare building (MAWB) steel plant site, Ajaokuta as prescribed by each lot in the table above from Thursday, 14th September, 2023 through account

5. SUBMISSION OF BID DOCUMENTS
All prospective contractors shall expose the technical and financial bid in one sealed envelope and clearly marked (INVITATION TO TENDER LOT NO……) sets which should not in anyway bear the identity of the contractor and should be addressed to

The completed and sealed tender document should be deposited in the tender box in the office of the head (Commerce) not later than 12noon on Friday, 13th October, 2023
6. CLOSING DATE AND OPENING
Submission of bids closes on Friday, 13th October, 2023, any bids received after the stated date and time would not be considered, the submitted document would be opened on the same day Friday, 13th October, 2023, at 12:00 noon at the company’s auditorium. Bidders or their representatives are required to be present at the opening
GENERAL INFORMATION
I. Bids must be in English language and the BID/EOI submission letter must be signed by an official duly authorized to bind the bidder to a contract
II. Bids submitted after the deadline for submission would be returned un opened
III. Bidders must not bid for more than one lot
IV. Only pre – qualified bidders at technical evaluation would be invited at a later date for financial bid opening while the financial bids of un – successful bidders would be returned un – opened.
V. All costs would be borne by the bidders by the Ajaokuta Steel Company Limited would not be liable for any costs or expenses lured by any bidder/ interested party in connection with any response to this invitation
VI. Bid opening ceremony shall strictly be in compliance with COVID – 19 guidelines. The bids opening in the Prescence of observers would be covered by video recording.
