REQUEST FOR EXPRESS OF INTEREST (EOI) AND INVITATION TO TENDER FOR THE IMPLEMENTATION OF 2024 CAPITAL PROJECTS AND ZONAL INTERVENTION/CONSTITUENCY PROJECTS

1. INTRODUCTION
The Agricultural and Rural Management Training Institute (ARMTI) Ilorin, was established in 1980 by the Federal Government with a loan from the World Bank to build and strengthen Human Resources Management capacity in the Agricultural and Rural sector of the Nigerian economy. The institute became a parastatal of the Federal Ministry of Agriculture and Rural Development with the promulgation of decree no. 37 of December 31, 1984, now Agricultural and Rural Management Training Institute (ARMTI) act cap 11 vol.1 law of the Federation of Nigeria, 1990.

CATEGORY A : WORKS

Lot 1:  Construction and modern furnishing of one (1) of two classrooms at lluke in Kabba-bunu LGA Kabba Bunu-Ijumu Federal Constituency

Lot 2:  Construction of solar street lights within some communities of Gwarzo/Kabo Federal Constituency, Kano State.

Lot 3:  Renovation of Sargirin Dispensary in Garo ward Kabo LGA of Kabo/Gwarzo Federal Constituency

Lot 4  Construction of solar street light in Ekeni community Silga Bayelsa Centre Senatorial District, Bayelsa State

Lot 5:  Construction of solar street light in Ekowe, Silga Bayelsa Centre Senatorial District, Bayelsa State

Lot 6:  Construction of solar street light in Tonwei Street Korokorosei Senatorial district, Bayelsa State

Lot 7:  Establishment of fish and poultry farm at Ali-Oro Asaga village Arochukwu, Abia State.

CATEGORY B: GOODS
Lot8:  Provision of empowerment items in Bakori/Danja Federal Constituency, Kastina state

Lot9:  Provision and support for empowerment of women & youths in Dutse/Kiyawa Federal Constituency, Jigawa State

Lot10:  Supply of Agricultural inputs and grants for farmers in Ekiti/Irepodun/Osin/Oke Ero Federal Constituency, Kwara State

CATEGORY C: CONSULTANCY SERVICES/ EXPRESSION OF INTEREST (EOI)
Lot 11:  Implementation of full scholarship for indigent student in Tertiary Institution in Kwara Central Senatorial District

Lot 12:  Massive intensive training of youths on Solar power installation maintenance in Kwara State

Lot 13:  Training on women & youths on YAM, CASSAVA bye product processing & preservation at Akwa Ibom North East Senatorial district.

Lot 14:  Training and grants to petty traders in Akwa-Ibom North East Senatorial district

Lot 15:  Training and Supply of agro-allied products to farmers in Ondo central senatorial district

Lot 16:  Training empowerment of youth in Poultry in Bauchi North senatorial District

Lot 17: Training and Empowerment/grants to poultry farmers across Kwara State central senatorial district

3. ELIGIBILITY REQUIREMENTS
Interested and competent contractors and consulting firms/Individual consultant wishing to carry out the projects listed under the three

(3) categories above are required to submit the following document;
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7; Business name with form BN1 is also acceptable for services;

b) Evidence of Company’s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years valid till 31st December 2024;

c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).

d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;

f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;

g) Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Agricultural and Rural Management Training Institute or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to
confirm that all information presented in its bid are true and correct in all particulars;

• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.

• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding

• That the company does not have existing loan or financial liability with a bank, other financial institutions of third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.

h) Company’s Audited Accounts for the last three years (2021, 2022 & 2023);
i) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;

j) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional

qualifications such as COREN, QSDRBN, ARCON, CORBON etc;
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;

l) Consultancy services: Evidence of firm’s current registration with relevant regulatory professional body such as CMD for training, CBN licence for payment of scholarship etc

m) For supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturer (OEMs)

n) Electricity jobs: Evidence of current licence issued by Nigerian Electricity Management Services Agency (NEMSA)

o) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);

Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
All pages of document submitted must be serially arranged and authenticated by the Company’s CEO or his/her representatives, failure will lead to disqualification.

4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect tender documents at the Institute’s headquarter in Ilorin upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10,000.00) per lot paid into Agricultural and Rural Management Training Institute (ARMTI) Ilorin’s TSA in any reputable commercial bank in Nigeria.
Interested firms in consultancy services will not pay at this stage until after shortlisting.

5. SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS)
The completed technical and financial bids are to be submitted in Two (2) Copies each which will include One (1) original and one (1) copy. The documents should be in two (2) separate sealed envelopes clearly marked ‘Technical bid’ and ‘Financial bid’ and both sealed in a third envelope with the appropriate project title and lot number at top right-hand corner and addressed to the Executive Director, Agricultural and Rural Training Institute (ARMTI), Km 18, Ilorin-Ajase-Ipo. PMB 1343 Ilorin, Kwara State.
The name & address of the company should be written at the reverse side of the envelope.
All submissions are to reach the Executive Director not later than 12:00 noon Monday, 22nd April, 2024.

6. SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Interested firms in Consultancy Services are to submit two (2) bundles of Expression of Interest (EOI) for each of the Lot desired in there (3) hard copies each (one original & two copies). The EOI should be addressed as indicated above and submitted not later 12:00noon Monday, 22nd April, 2024.

7. OPENING OF EOI AND TECHNICAL BIDS
The EOI and Technical bids will be opened immediately after the deadlines for submission at 12:00noon on 22nd April, 2024, in the Institute’s Conference Hall; Agricultural and Rural Management Training Institute (ARMTI), Km 18,llorin-Ajase-Ipo Road, P.M.B. 1343, Ilorin, Kwara State in the presence of Bidders and their representatives while the financial bids will be kept unopened. This advertisement serves as an invitation to Non-Governmental Organizations (NGOs), Anti-Corruption Agencies and the general public to witness the Bid opening.

8. GENERAL INFORMATION
i. Bids must be in English Language and signed by an official authorized by the bidder;

ii. Bids submitted after the deadline for submission would be returned unopened;

iii. Bidders should not bid for more than two (2) lots.

iv. The institute will not be responsible for any cost of expense incurred by any interested party in connection with any response to this invitation and or, the preparation nor submission in response to an inquiry.

v. The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording, invitation link will be sent to bidder who chooses to join the hid opening online

vi. Goods & works: Only pre-qualified bidders at technical evaluation will be invited at later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;

vii. Services: Only shortlisted firms will be invited at a later date for collection of Request for Proposals

viii. The Agricultural and Rural Management Training Institute (ARMTI) is not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
